SUMMARY: The Forest Service gives notice and requests comments on a proposal to supplement its manual direction for the National Forests in Utah to provide consistent direction for allowing bear baiting stations on portions of This National Forest System lands. supplement is proposed to provide direction consistent with the State of Utah Cougar and Bear Hunting Proclamation. The supplement covers administrative procedures and does not deal with bear baiting as a hunting method nor the taking of bears in general. These issues are beyond the scope of this proposal and are controlled by the Utah Division of Wildlife Resources and its governing Boards. The procedure will provide for a standardized temporary permit that is categorically excluded from documentation (FSH 1901.15 26.1b). The Forest Service will receive written comments relating to the proposed supplement following the publication of this notice.
