To the Editor: A letter to the citizens of For three years now, we have had a self appointed flag burner coming forth in Nell's Newsy Notes, tearing at city officials, planning commission members and land developers. All of which I had learned to accept and even had some good laughs out of because I knew she was poorly informed. But now, when Jerry Guthrie has joined the ranks and has chosen to put down his horse shoes and nails and openly accused us land developers of public thievery, I quote him: "There is much more. Just look into it." That is just what I have done, only I will tell it to you straight. What gives you people, who are not even citizens of Monticello and do not even support the city by paying your share of city taxes, the right to tell us how to govern ourselves? You criticize me as a land developer, yet I have done more and pay more taxes to- wards this comone in month than you munity will do in a lifetime. You criticize public figures who, after putting in a day's work, are willing to attend meetings hour after hour, seeking better bettering trailer ways to upgrade service, and this with very little or no Monticello: . compensation for their efforts, other than the gratification of having served. Ever since annexation has been proposed, a few have beat the drum that it was only to help land grabbers and corrupt city officials. In truth, the planning came about because Monticello had outgrown its present sewer system and a new sewer lagoon east of . was being planned. Those areas which could be Monticello better growth could be made, and most of all, there was a need for all homes and businesses to be incorporated into the city limits to help support the city's growth. To justify my last statement and to inform the cit-ze- ns of the large number of people who reside outside the city limits, I find it necessary to list the following businesses and residents not residing ' inside these boundaries. Many of these people have desired to be' included in the city for years but could not annex on their own, as they were not adjacent to the city boundaries. Just recently one of our fine city council members was forced out of office because he could not become a citizen of Monticello. Since I am only listing the following and residents businesses which use some form of the city's utilities, and in no way am I criticizing any of the following people. I apologize for any mistakes I may make because 1 am doing this from memory at my desk. Outside city residents and businesses using a city utility: Clem Washburn James Peterson C. R. Why aren't some people paying for garbage collection? E. Also, do we have some people who at the same time they are fighting annexation, are having 4 and 8" sewer lines installed into their property for future use? It was stated that expansion of city limits would only line the pockets of land dev- elopers. Jerry, your letter indicated, and, I quote, "the city trash pick up included only 4 or 5 outside the city limits. I am sure that you are as misinformed on this as on other things, as there are 4 people who receive outside garbage pick up less than three blocks from my home. You also stated "A few are telling a large group just how it will be with their own land.' certainly do not agree that you have a large following. Most people I have talked to are not just screaming about higher taxes, but have stopped to realize that having their property available to the expansion of utilities, increases their property value significantly. Some peoeven believe that they ple should pay property tax and have the right to vote in city elections. I, as one citizen, believe that anyone that does not want to accept annexation of their property should not be forced to do so. I would hope that they would send a letter to the city of Monticello and get their feelings on record. I would also hope the city would grant your right to live as you choose. This should be yours and everyone elses privilege. But I am afraid that what you are really saying is that you want the privacy, to live as you choose, but with conveniences of city water, garbage pick up, sewer, fire protection, police protection and everything else that goes with being a city taxpayer. As citizens we owe it to served, or were presently using city water were included. The city's main source of revenue has been through power sales and most of the outside residences buy cheaper power through Empire Electric, thereby adding little to the city's electrical sales, which has always been one of the best revenues. No longer can the city continue to carry so many outside residences unless we are willing to keep paying more taxes and higher electric bills. I think it is time the citizens of Monticello wake up and start our protesting and quit letting the outsiders run the show. You citizens should be aware that you have put your houses and businesses on the line to pay off the mortgage indebtedness incurred by the bond elections, for water, and sewer developpower ment. You should understand that not all people who are receiving these services are accepting their fair share of the responsibility of paying off this indebtedness. You will be expected to pay this indebtedness no matter how high your monthly utilities go up. I will tell you that the day is at hand and developing land to make a good living for my family. I have worked in nearly alL of the various civic jobs and I have yet to experience this corruption in government that has been insinuated. have lived in Monticello all of my life, my family is here in business with me, and I have other reputable men with me as partners.
