We believe it is reasonable to assume that school enrollment in the San Juan area will fluctuate considerably until all drilling in the area has been completed and the fields have settled down to normal producing operations. (The Texas Compan). The school enrollments should not not fluctuate materially after the next 3 or 4 yars apd should level off as the more permanent producing personnel take over operations. This is the history in other fields throughout the country and should be expeaed in this large oil field- (Superior Oil Co.) Question 5 (b). The companies were very unsure about the discovery of another local oil field in San Juan. Some of the companies speculated that other discoveries would possibly be made. Another company stated that 20z dry wells had been drilled around the area, and- - therefore, other discoveries were unlikely. However, if new discoveries are made this will augment and extend the increased population. At present, however, this is an unknown issue. 6. A final important conclusion is that the present oil fields in San Juan have or will reach their full development in a few years. The companies indicate it might be from two to five years. After that time the school enrollments will taper off and eventually stabilize. 7. Finally, a cushioning faaor which will tend to maintain school enrollments at a relatively higher level than the lone effect of oil will be the development of roads, highways, service establishments and coordinate aaivities which acareas. It company industrialized would appear that the greatest un certainty in the minds of the oil companies, is whether or not new or additional supply of oil will be discovered. If new reserves are found, then school enrollments will again; if no added reserves are found then the current upswing in enrollments will be over in a relatively short time. The Committee, therefore, recommends that because of this crucial uncertanity, the recommendations made for providing the essential facilities must be made in terms of the forseeable future only. When and if new reserves of oil are later discovered in the San Juan area, then the problem of extended growth will have to be met.
