The estimated cost for the completion of all harbor projects authorized b.v congress is $117,583,192 and for projects. $125,520,460, a total of $243,103,652. Appropriations amounting to a little more than annually would be required within to complete these projects four years. The senators and representatives who believe that Mr Hoo-vwill view the matter more favorably than President Coolidge hold the view that the passage of a bill new projects would not necessarily mean any substantial increase in annual appropriations, inasmuch as the work Is spread over a ronxiderableNiumber of years. It is their view that Mr. Hoover's great interest in inland waterway development will cause him to favor such river and harbor Improvements as may be shown to be meritorious. Last Step Necewary In Lakes-GoWaterway. Projects Included in the bill now pending in congress Include an authorization for the dredging of the Mississippi river between Grafton. 111., and St. Louis, estimated to cost $1,500,000. and improvements on the Kanawha rivei. West Virginia, estimated to, cost $3,603,000; the Columbia and lower Willamette rivers in Washington and Oregon. $1,366,000. The Savannah river below Augusta. Ga., $1,305,000; San Francisco harbor, California. $1,284,000. and Brazos island harbor. Texas. $1,000,000. The proposal for the dredging of th3 Mississlpp' between Grafton and St. Louis is the last step necessary for the lakes $jf the gulf waterway, unless it is held to be desirable for the federal government to supply the funds for the completion of the Illinois state project. Provision for a nine-fochannel has been made throughout the rest of the route from Chicago to New Orleans. Only a channel Is at present available between Grafton and St. Louis. The proposal that the federal government supply a little more than S3.000.000 to make it certain that the Illinois state waterway project from Lockport to Utica is completed in tim; for the opening of navigation in the spring of 1931. is linked with the pending rivers and harbors legislation. It has been proposed to add the authorization for this appropriation as an amendment to the rivers and harbors bill if the 'Illinois authorities fall to make provision for this amount in excess of the $20,000,-00- 0 already available In state funds. r er lf President Poinls Out Heavy Expenditures. "Until we can see our way out of this expense." said the president, "no further river and harbor legislation should be passed, as expenditures to put it into effect would be four or five' years away." Before the war. rivers and harbors bills were passed annually. In those dsys they were largely "pork barrel" affairs During the war period there was no river and harbor legislation. In 1922 a river and harbor bill was enacted authorizing forty-fiv- e new projects. Another measure carrying fifty-tw- o new projects was approved in 1925. In January. 1927. a bill providing for more than fifty proiects reached the statute books That measure included an authorization a for nineifoot channel in the Illinois river. No river and harbor bill has been enacted sine? that time. Appropriations aggregating in excess of $50,000,000 annualiy'are provided in a lump sum for allotment by the chief of engineers of the army among the various authorized projects.
