the Senate included - must operate according to rules to avoid anarchy He points out that senators and representatives for various reasons vote either yes or no on the bills before them Their first considerations is how will their votes affect their bid for reelection And for the more powerful reason how their handlers - usually people of power and money - want them to vote That action is hardly reflective of the people's will and the this is a republic argument" must face these political facts The telling question one should ask about a piece of legislation is cui bono7 Who benefits7 Normally, it s not the people The people must be trusted The Founding Fathers took their unique to the people and 'he states to be ratified The people would like the ability to override cil the shenanigans a state .legislature of a city counDon-greU S or a In many localities the right of initiatives to override a council s vote is available In 24 states the people may now express the power of initiative to put a proposed measure directly before the people These citizens consider the initiative to be something exciting and sacred and exercise it often But in the majority of states the politicians want to keep lawmaking from the people in order to maintain their corrupt control The Gravel plan would set up a national Electoral Trust as an agency of the people, which would be distinct from and independent of the government A national vote on the new process would be conducted over the Internet and voting would be verifiable - no more fixed voting machines or stuffed ballot boxes so com- mon American politics can log on to www philadelphiaii us for more information and a chance to participate There will also be provisions for balloting by secure email Keep in mind The people will decide the issues upon which they will vote Anyone may suggest an issue which will in turn be drafted by competent attorneys The Electorial Trust will see it through the complete process -
