Show 8A Emery County Progress Tuesday, November 17, 1992 ureau lobbies for fewer wetland restrictions The wetlands controversy will provide one of the first opportunities for the Clinton-Gor- e administration to demonstrate to farmers and other landowners whether pressure from environmentalists will be more important to the administration than traditional private property rights, according to a Farm Bureau official. annual Speaking to the con vention of the Utah Association of Conservation Districts in Provo recently, C. Booth Wallentine, executive vice president of Utah Farm Bureau, said a coalition of congressmen will again introduce legislation supported in 1992 by four of Utahs five members of Congress to define wetlands less restrictively. Wallentine said designa- an Review underway The Manti-L- a dal National Forest is currently evaluating an application filed by Cyprus-Platea- u Mining Company with the Bureau of Land Management to add 60 acres of adjacent lands to Federal Coal Lease The UTU-6426- 3. lease modification would allow the company to mine an additional 864,000 tons of inplace coal reserves that would otherwise be bypassed and irretrievably lost. The proposed tract lies near Wild Cattle Hollow on Gentry Mountain about 17 60-ac- re miles W,SW in Price, in Emery County. The surface of the lands are managed by the Price Ranger District of the Manti-L- a Sal National Forest. The subject lands have been determined to be suitable for leasing pursuant to the Forests land management plan. Further information can be obtained at the District Ranger or Forest Supervisors Office, 599 West Price River Drive, Price, Utah 84501. Public comments on the proposal will be accepted until November 24, 1992. Hypothermia (Continued from Page 7A) son is responsible to monitor danger signs of hypothermia in himself and others. Even so, millions of acres of private land have been designated wetlands without compensation to the owners. As the wetlands cases now pending move through the courts are decided, taxpayers will face billions in compensation if the U.S. Supreme Court follows its Lucas Case ruling. In the recent Lucas Case, the Supreme Court found South Carolina had violated a landowners rights by adopting regulations preventing development without compensation. Legal experts believe government wetlands rules will ultimately be decided like the Lucas Case, according to Wallentine. Port personnel have found very few drivers complaining about the number list, said Norm Lindgren of the Utah Department of Transportation (UDOT). The random sam- pling inlcudes all vehicles that stop at the port of entry buses, trucks and anyone with a commercial drivers license. Tests are performed for drug and alcohol use. The Federal Highway Administration gave UDOT $1.2 million for the study, which will help pay for equipment and personnel. Once the survey is over, the testing equipment will become the property of the state. The testing is being done to gather information, not for enforcement. Drug tests are done through a urine sample, so they have to be sent to a lab for analysis. But alcohol tests are a different story, Lindgren States and other nations. Although Sen. Gore strongly favors rigid wetlands rules, as Arkansas governor Mr. Clinton supported congressional efforts to soften wetlands rules on private property, Wallentine said. The problem is that labels serve two purposes that are often in conflict with each other. Labels must allow consumers to make informed nutritional choices and, at the same time, effectively sell the product. The revised Food and Drug Adminstration labeling regulations have been under review for the last year and are scheduled to be published in late November. They are then to be put in effect February of 1993. Some of the drawbacks: Most labels will still use grams as the main unit of measurement. Although the rest of the country has abandoned the metric system, consumers will still be asked to calculate grams of fat, protein, etc., in their food. The criteria for foods being low fat will usually be calculated as a percentage of weight rather than a percentage of calories from fat. This makes little sense since the guideline that consumers continue to hear from nutritionists and even the FDA is to reduce the percentage of fat in your diet to 30 percent or less of total calories. On the plus side: Although it will take some time for consumers to get used to the definitions, in the long run the new regulations will make labels easier to understand. They will outline precise definitions for low fat, reduced fat, light, cholesterol other 500 plus restaurants and eateries statewide that polihave adopted smoke-fre- e 7 Outlet Surge Switch 5 switched and 2 unswitched outlets, illuminated rocker and pilot light, cord storage.
