Strategic planning goes beyond the traditional planning concept of deciding what to do over a given period of time. Strategic planning is a blueprint for what should be done tomorrow and far into the future. have identified 19 We issues facing Utah, says Dr. Suzanne Dandoy, executive director. We will soon be developing objectives and strategies to address these issues. ment of the departments role and mission and will include a of the states public health and environmental needs. A draft of the strategic planning document was shared with more than 1,200 groups and individuals. Their comments led to substantive changes which were incorported into the final version. A key concern includes dealing more directly with the nursing shortage. Another issue acknowledges that public health agencies need to work with the Department of Human Services in address ing alcohol and substance abuse. Also incorporated into the document is a discussion of the health problems associated with unwanted teenage as well as pregnancies approaches to deal with senior health issues. We believe this process will lead to solutions requiring partnerships between state and local health departments, state and local elected officials, medical care providers, business leaders, advocacy groups, and individuals who are responsible for the behavioral choices which affect so many personal and environmental health issues, says Laverne Snow, director of the Bureau of Organizational Development and Evaluation. In order to further the process, three initial work groups have been formed to address the Public Health Delivery System, Preventive and Primary Health Care Services for Infants and Children, and Preventable Injuries issues. The work groups are comprised of representatives from the department, local health departments, colleges and universities, community health centers, private health care professionals, communi- ty groups, and the departments citizen advisory board, the Health Advisory Council. The criteria for selection include the traditional nature of the work, the quality of the work of both the master artist and the apprentice, their shared membership in a particular community or group, the dedication of the apprentice to the art form and the likelihood of the projects home-grow- in Utah, such as n dance music or domestic need-lecraft- s. Because each art form and each learning situation has specific needs, grant requests and awards may range up to a maximum of $2,500 for project periods lasting from three months to one year. The working document is notepunched for a book, says Snow, coordinator of department strategic planning activities, inspired by our belief that strategic plan- ning is a flexible, dynamic and ongoing process. An update is to be published at the end of each fiscal year to provide information on where we are in the planning process and what progress has been made in accomplishing our objectives.
