The Professionals! believe it will. In effect, Gard- ner said, passing the initiative will be a windfall for large corporations, while most people will actually end up paying more taxes. Gardner said that for some reason, either by intention or mistake, the people who drafted the initiative made big businesses the big winners. Explaining, Gardner said the tax initiative would cut revenue to the state by $184 million. The people who drafted the bill said their intention was to cut only about $80 million. In order to stay in line, those pushing the bill are now asking for the Legislature to remove a law which assesses property tax on homes at only 80 percent of market value. By assessing the tax on 100 percent, the revenue cut would be about $80 million, almost all of which will go to large companies and utilities. But, in so doing, Gardner said, the tax load is being shifted heavily onto homeowners. The Utah Tax Commission has figured potential property tax both ways, with the 80 percent assessment and without, for the benefit of people to know what will happen, Gardner said. A Carbon County resident who owns a $50,000 home would save $96 in taxes if the 80 percent figure is retained and only $21 if it is eliminated. In Emery County a resident who owns a $40,000 home would save $60 with the 80 percent assessment and nothing without it. Meanwhile, Utah Power & Light Company would realize a $2.9 million savings, in either case, since taxes for businesses are not assessed at 80 percent at the present time. Gardner also warns that is not the whole picture, since government entities will need to raise fees and assessments in order to continue to provide necessary services. The bottom line, Gardner said, is that the average taxpayer loses. In many counties people would actually pay more taxes, even without higher fees. The Tax Commission study shows the average homeowner in Box Elder County would see a $29 increase with the 80 percent assessment retained and a $118 increase without it. In all, the Tax Commission study shows 19 of Utahs 29 counties would see a tax increase if the initiative passes and the 80 percent assessment is removed. Karl Hendrickson, deputy Salt Lake County attorney, was with Gardner on his tour of the state. He called the insinuation that if taxpayers will pay less taxes cruel a A initiative passes, hoax. Carbon County Clerk Norman Prichard said it is important for people to know who is behind this initiative. He said Jack Olson, who is head of the Utah Taxpayers Association, has never been fair to Carbon County.
