Judge Backlund is a former member of the Court Reorganization Committee, a former chair of the Misdemeanor Reclassification Committee, and a former member of the State Courts Capital Facilities Task Force He is a former chair of the Board of Circuit Court Judges. He was a partner with the firm of Burningham and Taylor from 1975 to 1977. Judge Burningham is a former member and Chairman of the Board of District Court Judges. He is also a member of the Grand Jury Panel erf Judges, former member of the Court Technology Committee, member of the Task Force on Collection of Victim Restitution and Court Ordered Debt and newly appointed member of the Standing Committee on Children and Family Law. Judge Burningham is a Master erf the Bench and past President of the A. Sherman Christensen Chapter of the American Inns of Court. He has served in the past as the Presiding Judge of Fourth District.
