Judge Maughan received his law degree from the S J Qumney College of Law in 1974 At the time of his appointment to the bench he was a deputy district attorney for Salt Lake County assigned to litigation and transaction matters involving the county's real estate and economic development issues. Prior to that, he was an associate in the law firm of Bradley, Arrowsmith & Jackson. He is also a former assistant city attorney for Salt Lake City He has served on the Courts and Judges Committee and the Alternative Dispute Resolution Committee of the Utah State Bar, and as a member of the executive committee of the Bar's Litigation Section.
