Prior to the 1970s, open dumps and burning of trash were common. It was normal to dump NCE& hazardous waste on site. In some cases, homes were built on those sites. All that changed with the establishment of solid and hazardous waste regulations and cleanup programs to protect the environment and public health. For example, in 30 years, Utah has gone from having more than 300 open dumps to approximately 50 permitted landfills.
