Show July 22, 1999 ny renovations so spendad pend ing audit Whit Peters, WASHINGTON (AFPN) Air of the Force, acting secretary recently requested an audit of the U.S. Air Force Force Civil Engineer, Maj. Gen. Eugene Lupia, directed the Academy by letter dated July 8 to suspend plans on spending any O&M funds for renovations on Academy's spending of Operations and Maintenance funds on general officer Military Family Housing funds require congressional notification, but projects using O&M funds do not. When the Otis House was renovated in 1992, Congress .was notified of plans to renovate the house using both types of funds. In the case of planned renovations to Carlton House, Congress was not notified that O&M funds would be used. Last summer, the academy renovated the Carlton House's industrial kitchen using $268,000 of O&M funds. The pro- either house. Since the 1950s, the Air Force has designated public and private areas in both houses. The deputy assistant secretary of the Air Force for installations reaffirmed the policy in a notification letter to Congress in 1992. The Carlton House was built in 1935, and the Otis House was built in 1930. Both houses are listed on the National Register of Historic Places. The Air, Force is required to maintain their historic nature, which can often require more expensive building design and materials for maintenance, repair and renovation. Each year, the Academy spends several thousand dollars of O&M funds on the upkeep of these houses, which quarters. The Air Force Audit Agency will provide a review and quick-looto the secretary on July 19 in the form of a point paper and a briefing. The agency's final audit report is expected to be completed k around Aug. 15. The auditors will evaluate the.need to use base O&M funds to maintain the public portions in the Carlton and Otis Houses, and they will evaluate use of Military Family Housing funds to maintain the private portions of these resi- dences. The Carlton House is the residence of the Academy superintendent. The Otis House is the residence of the Academy commandant of cadets. Additionally, the audit will examine past expenditures of base O&M funds and report on the appropriateness of such expenditures. Until the review is completed, the Air includes ground maintenance, trash collection, utilities and other normal residential services. According to the law, projects costing more than $25,000 that are paid for with ject included replacing the entire electrical system as well as all cabinets, countertops, flooring, ceilings and appliances. Walls were moved to improve traffic flow and a new ventilation system was installed. In addition, asbestos and lead paint was removed. The kitchen was last renovated in 1987. The academy had planned to spend approximately $450,000 in housing funds and $700,000 in O&M funds during fiscal years 1999 and 2000 for projects including roof replacement, new exterior finish and refurbishing the public bathrooms. Operations and Maintenance funds are designated by Congress to prepare for and conduct combat operations as well as for peacetime missions. These funds are used to pay for service contracts for repair of facilities and weapons, purchase fuel and spare parts for training operations, pay civilian personnel, and purchase supplies and equipment, among other matters.
