Mulcahy also pointed out several strengths in the Civilian Leadership Development Plan. It is the first program tied to the Air Force level and its strategic planning process, complete with a standing committee at the Air Staff level to., manage it. The Office of the Secretary of Defense is also putting "lots of energy" into the plan as it looks across the services at filling their senior positions. The decision by the Air Force to share the mantle of leadership led to substantial changes, and Mulcahy said the effects of those changes would manifest in the careers of many employees as they advance. The Civilian Leadership Development Various tuition assistance programs through the government may be available to provide a portion of the cost of the courses. Civilian leaders need to share the mantle of leadership with the officer corps, Mulcahy said, but also serve the Air Force where and when needed. Professional Military Education, or PME, is a series of academically intensive programs and, although not required for civilians, it can assist civilians in understanding their role in the Air Force mission. Upper management selects PME attendees and selection starts with the annual Civilian Career Program survey in April or May of each year. Air Force civilians are selected for spaces in courses, such as Squadron Officer School, Air Command and Staff College, Air War College, Industrial College of the Air Force and National War College. Personal, health and scheduling factors make offerings an IB option in some of these courses through Career Development Courses and seminars offered at local bases. For each PME course an individual attends, points are added to the individual's Whole Person Score. The addition of points can help get a promotion and can even make it possible to obtain different job assign- civilian leaders.
