The agreement was approved. The Sheriff also presented a contract agreement for housing State prisoners in Grand County. That contract was also approved. With new handguns recently being purchased for the Sheriffs Dept., the r question of disposing of surplus older guns was discussed. All Commissioners agreed that persons purchasing surplus guns should have a federal gun permit The Emergency Management a Committee presented recommendation for an alternate access route for the Hospital in the event of an emergency situation which might close the existing single access road. They recommended access through Stewart Lane, with an additional road being built to that Family Restaurant 105 S. Main At the Greenwell Motel access. Commissioner Merv Lawton stated that he still thought an alter- - nate route through Holiday Haven, would be sufficient for emergency purposes. U. S. Forest Supervisor for the Manti-L- a Sal National Forest met with the Commission, accompanied with Moab Ranger Ramon Carling and Aaron Howell, forest engineer for transport and mineral activities. Discussion of maintenance of roads on the La Sal Mountains followed. Presently Grand County is not reimbursed by the Forest Service. It was decided that an informal meeting should be set up between the Commission, Road Supervisor and Forest Service to discuss the matter further. That meeting was set for May 15. A contract was approved for county road maintenance in the Glade Paik area north of the Dolores River in Grand County. Dennis Carnes of Ute Construction was given the contract for two years at $5,000 per year, with $45 per hour addition for emergency work. Mac Madsen and Byron Vranes of Solid Waste Systems, Inc., presented a proposal for installation of a solid waste transfer station to address recycling of garbage. They told Commissioners their research showed that every ton of garbage contained approximately $24 in recyclable garbage. The men were thanked for their presentation, with no action taken. Dan Holyoak was reappointed, and Bud Cunningham appointed to fill vacancies on the board of the Spanish Valley Water and Sewer Im- Castle Valley Town discussed the need for help from the County with reference to roads in the valley. The Mayor pointed out that they have been a town for four years, and have never asked the County for help. She reported that a drainage study was done last year to support an applica- tion to the Community Impact Board for a master drainage program on Castle Valley roads. Commissioners stated that they supported their need and said they would meet with Road Supervisor Tim Pogue and see when and how assistance could be granted in line with other projects underway or planned. Valley resident Janie Tuft was also in attendance. She said the town would ask for help in installation of culverts and building of detention ponds to address the water drainage problem. Commissioner David Knutson said the Commission would get with Tim and see what could be done. Mark Guynn with the Equestrian Board reported to Commissioners that a planner from St. George had been retained at the cost of $10,000 to aid in drawing up plans for the new indoor arena, recently approved for construction by the State Community Impact Board for just under a half million dollars. Several equestrian activities have already been planned for the year, he said.
