Magnus Malan, the highest ranking apartheid official to face charges for targeting opponents of white rule, stood and smiled when Justice Jan Hugo announced the verdict in the Durban Supreme Court. "AH accused are not guilty," Hugo post-aparthe- id al. The outcome of the trial became evident on Thursday when Hugo shredded the prosecution case and acquitted the first six of 16 defendants. They were Zulu nationalists trained by the South African military accused of killing 13 people in a 1987 attack on the house of an activist in the KwaMakutha black township south of Durban. Continuing the reading of his verdicts id today, Hugo said Malan and other top generals were involved in planning a military operation against figures but had no intention or idea it would include hit squads. Hugo's ruling acquitted al! 16 defendants of all charges against them. Malan and the other defendants pleaded innocent to charges connected to the KwaMakutha massacre, along with one "catch-all- " charge they conspired to eliminate opponents between 1986 and 1989. The New Zealand Herald newspaper predicted that with the help of other both National and Labor small parties might be able to form rival blocs of 50 legislators each. New Zealand First would hold a balance of power if it won the other 20 seats, it said. The newspaper's survey indicated Labor's approval rating was up 2 percentage points to 29 percent from last week. National's approval rating dipped 1 percentage point to 33 percent. New Zealand First had 16 percent, up from 14 percent a week ago. The telephone poll of 850 voters conducted Wednesday had a 3.4 percent margin of error and is in line with a trend set by earlier surveys. Neither the ruling National Party nor the opposition Labor Party were expected to secure an outright victory Saturday under a new and complex voting system that favors the formation of multiparty governments. Instead, both were almost certain to seek support from the New Zealand First Party, founded by Winston Peters, a frank, candidate who has campaigned across the country in a big black bus. Peters a member of New Zealand's Maori tribe won't say which way he will jump if the parties seek his support. But many analysts predict he'll join a Labor-le-d coalition, making Labor leader Helen Clark the country's first female prime minister. "New Zealand First will hold the key to the outcome," Clarke told Radio New Zealand. "It will be a vlrydose result." The new Parliament is being expanded from 99 to about 120 seats.
