Today, however, Dole spokesman Walter Riker said the visit had been held to discuss "whether they should pull the plug on the whole whether to break off process" negotiations. He said Dole believes that the longer negotiations continue, the greater likelihood there is of a package that relies more on tax increases and less on spending restraint. Under the Democrats' proposal, surtax would hit people earning more than $300,000 annually. Never decided was the amount of the tax, although a range of 5 percent to 10 percent had seemed the most likely. Republicans have preferred limiting deductions instead of a surtax, but that alternative has been supported by only about half the House's majority Democrats. With most Republicans ready to vote against the budget in any case, there would not be enough support for the measure to be passed by the House. The Snow campaign became aware of Norton's group conducting its own investigation into Snow's involvement with convicted felon and stock manipulator Michael Strand and alleged joint involvement with Global Oil and Unique Battery. s Strand was promoting stock deals involving a proposed merger between the two companies. Snow said his campaign's information had discovered that Norton's group planned to distribute copies of articles in the Student Review of Provo. The articles were written by John Harmer's cousin and former Eric campaigner, Schulzke, said Snow. They were a acbiased and politically-motivate- d count of his alleged involvement with Strand and the two companies. Snow called the article libelous and threatened that anyone who redistributed or republished them could face legal action. Harmer had also been running as a GOP candidate for the 3rd district, but lost in a Republican primary runoff to Snow. Tuesday, former Harmer campaign manager MickContacted ey Cochran said Schulzke was actually a "second cousin twice re Norton was also contacted Tuesday and said he was reserving any comment until his press conference this morning. Snow charged that Utahns for Ethical Government spending thousands of dollars targeting him for bad publicity may be a violation of federal election laws. Snow said Norton's sources of information included Percy Kalt, himself a convicted felon who fire bombed Strand's home and threatened his daughter. He said other sources included polygamists. He asked how ethical these sources were. "Five lawyers and a CPA have already cleared me of any wrongdoing," said Snow. He said Norton's efforts to keep the allegations alive is really a "campaign tac- tic." Nevertheless, Snow said he would allow Norton to review the documentation that CPA Kurt Bramble used to complete his report that cleared Snow of wrongdoing involving Strand or the companies with the exception of his federal and state tax reports. Snow asked that if the allegations of any wrongdoing against him have any validity, why hadn't he as some others involved in the Strand companies ever been involved as a plaintiff or defendant in a lawsuit or been in trouble with the IRS. Snow said he was only guilty of helping others refering to his helping Strand after being contacted by Snow's former IDS bishop, Lyman Smart. Snow had tried to get the federal case against Strand reviewed because Snow was convinced that Strand had been wrongly convicted.
