Show Tuesday, December THE HERALD, Provo, Utah, 5, 1989 Page B5 Commissioner: Battlefield has many liabilities By MYR.NA TRAUNTVEIN Herald Correspondent NEPHI The liabilities coming from the siting of the Air Force's proposed electronic battlefield to be located mostly in Juab County's West Desert are terrifying according to Juab County Commissioner Ricahrd Brough. "The asset side of the ledger can be disposed of with just one word none," Brough said. "The liability side reaches into the depths of the deepest ocean one can find on the globe." The commission has talked with a respresentative from Congressman James Hansen's office, Sen. Orrin Hatch himself, and a stand-i- n for Gov. Norm Bangerter. In addition, said Brough, he has talked to two Air Force "overseers high-ranki- of the electronic battlefield." "Not one of them could document or point out one specific economic advantage of the battlefield to Juab County. The only answer one could obtain from this distinguished list was that 'the battlefield will help the overall economy of the state of Utah.'" Brough said Gov. Bangerter sent word to the commission he support- ed the project as presented to him by the Air Force. "I would like to inform the governor that the 'present set of circumstances' is subject to change, and change dramatically without notice." Brough quoted a publication of the U.S. Air Force's public affairs office. "Use of the electronic combat test capability would build up as the capability developed to its full level over the next decade. "The ECTC (Electronic Combat Testing Capability) is expected to support about 75 missions in 1991, increasing to about 200 missions in 1993, and could reach a maximum level approximately 1,500 missions per year by the year 2000. A mission may include from one to a a set of dozen aircraft battlefield scenarios in the ECTC role-playi- area. "A single mission could take as little as 10 minutes or as much as a couple of hours. This translates into about 100 flying hours on the UTTR in 1991, growing to about 2000 flying hours on the range in 2000. This could be an increase of about 30 percent over current operations at the UTTR in the year 2000 and later." "It is clear to the layman and also to those who use their n gray matter that with the above quotation in mind, one must conclude that an extention of air space and the land area is absolutely essential in order to accomodate future growth of the ECTC project," said Brough It is the information supplied from the publication which most alarms him, said Brough. "To quote further from the same Air Force publication: 'At first the work load would be easily accommodated in the current God-give- y, opera- tion. By target capability, the ECTC is expected to operate at least two eight-hoshifts per day and may involve occasional weekend use,'" read Brough. ur Jordan fighting to keep ranch going By SONNI SCHWINN Heber City Correspondent HEBER CITY Clift Jordan, a member of the family after whom the Jordanelle Dam and Reservoir are named, has not let up on his fight to earn a living on the Jordan Ranch, bordered by the dam and the rights of way of the new U.S. 40 and Route A, between Heber City and Kamas. In fact, recently he told the Wasatch County Commission he hasn't yet given up on trying to stop construction of the dam at that location, because it straddles an active fault and. there are better sites further upstream. The Jordan Ranch, in Wasatch County is the hub of a ranch system totalling more than 44,000 acres in Tooele and Summit counties. The ranch has been worked by the family since it was settled by Jordan's John, in 1859. Jordan described the effects of the Jordanelle Project on the ranch's operation. He accused the Bureau of putting geological input about the damsite "under the table," as well as breaking promises to him, making it difficult for his family to continue to make a living on their land. He said he had gone all the way to Washington, D.C. with his fight, to change the damsite, but "the Bureau covered me up." He said if the dam should break, "it would be a catastrophe that would be unvelievable. It would be the worst that ever happened in the United States." However, when the construction began anyway, Jordan asked for some concessions, beginning with - 320-ac- re an access road from the new U.S. 40 Highway to his property. Without it, it is difficult for him to transport cattle from the east to the west side of the highway. He said he allowed free access across his land by government and construction workers, for construction of the highways and a n dollar structure was built so he could get to his land. He said he was told at first that the access road would cost Then the Utah Department of Transportation said it would require a $17 million interchange and that amount of money was not available, so the road to his land was never built, he said. In addition, he must move cattle along the new Route A, from his ranch to the east end of what will be the south arm of the reservoir. He pointed out that the highway is hazardous for all drivers, particularly during the winter, because it has 8 percent grades at both ends. But it is an even greater hazard for Jordan, who must transport so much livestock that he has to use trucks that make wide turns. But his biggest problem with transporting cattle on the new highway is that he must make a sharp right turn where it joins U.S. 40 at the bottom of an 8 percent grade. Trying to stop or slow down before turning is particularly hazardous for his large trucks, as well as other motorists in the vicinity. But trying to turn without significantly reducing speed will cause the cattle to shift and turn a truck over. Jordan called it one of the most dangerous intersections he had ever multi-millio- $10,-00- 0. ot seen and said at least lights and warning signs should be installed. He reminded the commissioners that the county fought against the 8 percent grades when the highway was being designed. Another problem is that Jordan built an home park and a snowmobile track just south of the dam on the old U.S. 40, to subsidize his ranching business, but which has now been bypassed by the new highway. He asked for a sign on the new highway, showing where the park is located, but the request has been denied, except for two pictures of trailers. He said he was told if he put up his own signs on the highway, they would be taken down. "I'd like to be treated like Robert Redford and have a big sign up that says 'Jordan Ranch RV Park.' I'm not a movie star, but I'm a rancher, and that's my livelihood." He said since Wasatch County had voted against the Jordanelle Project, and because of the earthquake potential, he didn't believe the dam would be built when he started on the RV park, and pointed out that a resort had been in that location before. He said part of the reason was also that raising livestock is not as profitable as it once was. He said he didn't like having all his "eggs in one basket." He said he had to fight the Bureau in court in order to keep the park property, in which he had already invested a lot of money. While the matter was pending, and while the bureau was conducting a study on the le Jordan property, he said he got a written statement from the Bureau promising that no Jordan property would be taken. So he finished building the park. About a year later the Bureau told him about their decision to put a spillway at the east end of the dam, rather than at the west end, as originally planned, putting his park directly in the path of the spillway channel. Although the Jordans have not been officially notified, the spillway is already being dug out of the mountainside on the east end of the dam, and the water's inevitable path across Jordan property is obvious. "I feel like they're trying to destroy me, but I'm going to fight it. There's too much at stake for me to sit down and let this thing go, not only for our family, but for the families all down in this valley, who are the same as I am. They've got deep roots. Their grandparents fought to come from the old country to come in here to raise their families and worship, the hard way. For all of us it's been hard and it's been tough," he said. But he said there is also a good possibility that there may be a "door open" for him and Leon Hansen, an independent geologist, to go to Washington, D.C. and fight one more time for a safer damsite. He said he will go to the president, the cabinet, the Senate and the House, if that's what it takes "to show what this white elephant it; where (the people's) money has been thrown away, but didn't have to be thrown away."
