State Summary By United Press International A cold front that moved through northern Utah Sunday evening passed Cedar City around 5 a.m. and will be moving out of southeastern Utah later today. Behind the cold front, a few light showers developed across northern Utah. One brief shower moved across the Salt Lake International Airport about 1 am but deposited only a trace of precipitation. Light showers were reported at Hill Air Force Base between 1 and 2 am and some reports of light rain also were received from the Orem area northward into the Cache valley. The weather satellite picture shows the clouds asociated with this light rain activity s moving slowly out of northern Utah. There is some variable cloudiness, but mostly at high levels with no rainfall expected. There are some high clouds in the sky above southern Utah. Temperatures are cooler and breezy north winds are moving across the area with the cold front. Variable cloudiness in the north helped keep the temperatures warmer during the night. Southerly breezes in the south ahead of the cold front had the same effect. The reported minimum temperatures this morning were mostly in the 50s. Myers, Chief of the USDA Soil Conservation Service. Myers spent two days in Utah touring the Uintah Basin salinity reduction program and inspecting Utah's rangeland and water problem areas. Last Wednesday Soil Conservation Service leaders from throughout the state met for a steak dinner in Spanish Fork to meet Myers, his deputy Galen Bridge, and Gordell Brown, chief Stabilization of the Agriculture and Conservation Service (ASCS). Myers explained that a great soil is deal of being converted into farmland highly-erodibl- e and rangeland. "This land is susceptible to erosion from wind and rain, and we are concerned about the loss." Myers is promoting a favorite program, minimum tillage and subsequent savings of energy and fuel. This program is particularly important in the Uintah Basin project, he said, since it reduces the amount of salinity coming off the farms. "Out there the salinity goes right into the Colorado River." The storms spun a Sunday tornado in Cameron, La. The twister destroyed four mobile homes, one house and several businesses, as well as an assortment of roofs and small outbuildings. Daytime temperatures in Colorado were mild enough today to prevent any significant increase of snowmelt in the higher elevations, easing flooding problems. Minor mudslides in Vail closed three side roads, but no property damage was reported. Baggs, Wyo., saw some of its streets dry early Sunday for the first time since the Little Snake River moved into town last week. But by late Sunday morning, water was rising at a rate of one inch every 15 to 20 minutes, Baggs emergency coordinator Don Nelson said. Further east at Laramie, Wyo., the Laramie River threatened historic buildings at the Fort Laramie National Historic Site. Superintendent Gary Howe said 5 feet of the river's banks have been eroded already. The worst flooding in Idaho was reported at the Oakley reservoir near Burley, where a stream of runoff was cascading along a diversion canal toward the Snake River. Water began flowing Sunday to reduce volume at the southern Idaho reservoir. Several weak spots and minor leaks have been spotted along the diversion channel, and Idaho Gov. John Evans has authorized the Idaho National Guard to send men and equipment into the area to guard against washouts. Florida officials said they need rain, or a d lightning-triggereblaze that destroyed acres of prime timberland will smolder for weeks. The blaze that started last Tuesday was declared under control Sunday. "But it's not out, it's not totally secure and it could break out again," said Barry Gay of the state Division of Forestry.
