November 20, 1978 Payson Sanitation Department Experiencing Collection Difficulty - E Odell Miner, city manager, said in PAYSON city council meeting Wednesday, that sanitation department employees were experiencing much difficulty in collecting trash throughout the city because of containers that were too he?vy or of odd sizes He specifically cited 55 gallon drums which have been converted into trash containers, and 30 gallon oil drums which have no handles As a result of this difficulty, the city has sent around a "notice" regarding refuse collection regulations However, he stated that many of the citizens were complaining about their trash not being picked up because they didn t meet the regulations The notice stated in essence that all garbage should be drained of surplus water and wrapped in newspapers or placed inside plastic bags before it is placed into a container. Ashes and garbage should not be placed in the same container since this forms an acid that destroys the container Hot ashes will not be handled because of the danger of fire in the garbage truck Containers should be of meUi or heavy plastic. Oil drums or barrels are not permissible for use, including large cardboard barrels Total weight of the container should not exceed 100 lbs Cardboard boxes, that are water soaked will often tear in handling It is the citizen's responsibility to prevent such messes by using proper containers Wheelbarrows and other odd containers left on curb will not be unloaded by city crews On collection days, containers must be placed by 8 a.m. at the point designated by the waste collection foreman All containers must be removed from the curb within a reasonable time after pickup. When containers are worn out. they will be collected if the owner notifies the driver of the garbage truck. Building materials, rocks, dirt, lawn sod, manure, auto parts, dead animals etc. will not be collected by the garbage truck Small shrubs and twigs are . dmis-sabl- e if tied in small bundles. Nothing larger than will be hauled away by city crews. short The city dump is located about three miles west of Payson. All garbage and trash not collected by city crews must be nauied to the dump during daylight hours after 8 a m. The notice ends with the injunction to. He born was in Cleveland, Emery County, on May 9, 1912 to Dell Roy Larson and Matilda Rosequist. He married Amy Dix- on Nov. 14, 1947 in Provo. The marriage was later solemnized in the Provo LDS Temple. He received his education in Jerome and Wendell, Idaho and also in Price, Utah He worked at Pacific States Cast Iron Pipe Plant before entering the U.S. Army in 1942. He served in the a Theater After the war he went to work for the county in the maintenance department. He retired in 1965 He was a member of the LDS Church and a High Priest in the Provo Third Ward. He, was a member of the VFW. Survivors include his wife, two sons, Larry O. Larson, Orem; Michael D. CENTERFIELD American Fork Training School Runs Risk of Losing $10 Million In Funds - AMERICAN FORK, Utah (UPI) Superintendent Paul Sagers says the American Fork Training School desperately needs legislative approval of its building budget or it could lose $10 million in federal funds. Speaking Sunday to parents of patients, Sagers said loss of the federal funds would mean going back to a custodial program, rather than the current in- termediate care status. The first phase of a construction program is underway, designed to meet federal standards by 1982. "We are in desperate need of receiving the money to complete the project or we will lose our certification and the federal funds," Sagers said his budget breaks down into standard, work load increase and expansion. "There will be no work load increase and no budget for expansion." "But we need our programs budget in order to meet the standards set by the federal government for Title 19 status.
