Orem's city council learned this week that the plant, constructed in 1959. is running near capacity and with anticipated growth will soon be operating over maximum levels. Sewage pollution division spokesman Don Ostler said Orem will not be able to receive much support from the state or the federal government for quite some time. Ostler predicts any additions to the present plant will not be completed before 1985. Until then. Ostler says, the city will have to solve its problems on its 1 six months ago and is listed as an overloaded secon- dary treatment plant. He added there are state projects which require immediate action. He emphasized proper management of the Orem facility could alleviate much of the problem. At Monday's work session, city planner Ed Stout told the council the city has approved the final site plans for more than 1,700 buildings. If the structures are built, it would increase the daily sewage flow by 800,000 gallons a day. The additional sewage would put the plant ever capacity level on a daily basis. Ostler said this is a problem the city fathers must contend with. "Orem must have balanced control growth over unrestrained growth," Ostler said. "The city must develop plans to ensure controlled growth while developing alternatives for the plant." Mayor James E. Mangum told the council the city officials need to have a "hard conversation" with EPA officials in Denver. Along with Orem's sewage, the plant has also handled 400,000 gallons per day of Lindon sewage, which it has done for the past three years. Public Works director Jack Jones said Lindon pipes have a high infiltration rate which the city has greatly improved in the past year. He said because of the high water table and runoff the problem cannot be completely solved. Orem has a 7 percent infiltration rate. The council took no action at the meeting but will discuss the matter at a future city council session. own. "If operated correctly, they should get by," Ostler said. "It's definitely a problem that won t go away. The city may have to emphasize increased operation and maintenance. It might have to increase its ' budget." The facility is currently treating 6.5 million gallons of sewage a day. The plant was designed to handle 6 million gallons per day with a maximum of nearly 12 million. One plant worker says the system is overflowing every Saturday. The overflow spills into the compound area, including the plant workers offices. Ostler blames the state's inability to assist Orem are supplied by the Environmental Protection Agency (EPA). An expert on the Powell voyages down the Green and Colorado Rivers in 1869 and the early 1870s, Rusho has prepared a coordinated slide lecture with pictures of various spots along the journey drawn by Powell's artist, compared with modern photographs of the same spots taken by Rusho himself.
