After a month of deadlocked debate, council members here voted 2 late on Tuesday, declining to change a city ordinance that would require Mayor Mike Daniels to resign in order to apply for a job as city administrator. Councilmen Bruce Call and Mark Atwood cast the minority votes. Elected officials had been considering whether to allow an elected official to stay on until selected for an interview, rather than being forced to resign e employupon submitting an application for ment with the city.
