This fourfold consensus brought about the first World Peace Through Law World Conference at Athens, Greece, which gave birth to the Center for World Peace Through Law. Successive WWd Conferences were held at Washington, D. C. and Geneva, Switzerland where headquarters had been established. It was at the Geneva Conference that the companion World Organization of Judges was launched. In September of 1969 the Center held its fourth World Peace Through Law World Conference at Bangkok, Thailand. Over all of these years thousands of lawyers and judges from as many as a hundred and twenty-seveutions have participated in these conferences and, more importantly, in the month to month dedicated work organizing the institutions that can make the Rale of Law supreme on the international scene. As the Bangkok World Conference opened on World Law Day wide interest was manifest as messages were read from seventy heads of state. P asident Nixon's message was typical and we quote: "The people of the United States share the conviction that the only sure path to permanent peace is through a systematic development and adherence to the Rule of Law in the affairs of nations. Public opinion is a mighty force. A sense of the necessity of their support must penetrate the people's awareness of our plan. With the power of public opinion behind our mission it will become the recognized imperative of our day." The Bangkok World Peace Through Law Conference ended with this universal appeal: "To this task we pledge our energies, and the experience we have gained as men of law within our own countries. We solicit the support not only of men of law but of all men and women of good the world for the genera! principles, programs, and resolutions adopted at this Conference, and the three previous World Conferences, in the quest to substitute the rule of law for the rule of force throughout the world." Hayes' bill would require every male or female under 18, in addition to present legal requirements, to obtain a written certificate signed by a licensed marriage counselor, a of minister any religious denomination, a priest or a rabbi certifying that both parties have discussed the responsibilities of marriage for at least six hours and indicating whether, in the counselor's opinion, they should or should not be permitted to marry. Paul Harvey Money Problems Strike Airlines If, 30 years ago, you and I could have forest--i today's sky full of airliners we certainly would have invested in airlines stock expecting to make a killing. More likely, we would have lost money. Those 30 years have recorded a sorry history of bankruptcies, losses and failures in aviation manufacturing. Airlines aborted, fixed-bas- e operators stayed hungry and services countless air-tastarved to death. The industry grew. The airxi plane was exploited enormously. But financially the airmen never got off the ground. Today, 66 years since Kitty Hawk, with sonic-spee- d gobal transportation available to and usad by millions, this industry million, the local airline operators still went $27 million in the red. Major aircraft manufacturers also remain in a financial binu. Boeing bravely undertook the greatest single private enterprise Industrial risk in the history of the world when it committed itself to build the 747. This month Boeing made its first delivery but the company will have to deliver 190 747s in the next two years just to break even! By then, the SST (supersonic transport) the next step up will have Boeing borrowing again. The payoff is always somewhere down the road. Expansion of air travel will continue to increase this year. The Civil Aeronautics Board is forecasting another 6 per cent increase in domestic passenger traffic over last year's fer) be flying backward. Wayne Parrish, who grew up with this industry, like most aviation pioneers, is by this pessimistic prognosis. He believes some additional "sensible mergers" can be put together. He believes the CAB can curtail the recent trend toward overcompetition on some routes. He believes airline employees, including pilots, can restrain their appetites for wage increases which outpace revenue increases. Parrish believes that our government must surely and soon encourage and assist development of vertical takeoff aircraft, thus to resolve the Gargantuan traffic congestion above and on our major airports. United Airlines airplanes last year taxied on the ground a total of 1.38 million miles. That's 5 y trips to the moon. Thaf 's a lot of wasted time, fuel and money. Perhaps Wayne Parrish is overly optimistic. Airmen characteristically are. Otherwise, perhaps, they'd never have flown in the first place.
