South Valley Water Reclamation officials acat the cepted bids for project new waste water treatment plant being built here back in September, but were unable to award the contract until this week - and then not to lowest bidder. Following a staff recommendation, the Midvale City council selected the architectural firm of Scott, Louie and Browning to design the city's new public works shops. With the naming of an architect, city officials believe they can go to bid on the project sometime around March 15 with the bid opening taking place on April 1. The city hopes the construction will be completed in four to five months. Single Copy physically prepared for the long hours which are required of a page. The Senate page's day begins by attending school which is held at the Library of Congress from 6:15 a.m. to 10:30 a.m. After school, the pages report to the Senate chambers for assignments and duties for the rest of the day. Evening hours and weekend work are common for Senate pages. "Although the hours will be long," Miss Goff says, "It will be a once in a lifetime experience." "Since the federal government is providing 55 to 60 percent of the funds for this project, we have to adhere to their guidlines," Peterson explained. "I've been involved in bidding procedures for a long time and this is the first time somebody came in after bids were opened and added to a bid." The bid came in originally at $7,625,000 before the extra $130,000 was added. The next bid in line, from MIDVALE. A total of eight felony charges have been leveled against a Salt Lake man accused of assaulting his divorced wife with knife and holding two of her children hostage here last week. According to Midvale police chief Gerald Maughan, the charges against Jose Gerald Quintana include aggravated burglary, attempted criminal homicide, aggravated assault, and two counts each of child kidnapping and aggravated kidnapping. Quintana surrendered peacefully to Midvale police officers after nearly five hours of negotiations. The vicRuth Hill, received tim, knife wounds to the back and face in the incident. She was treated at Cottonwood Hospital and later released. In other police news, Midvale detectives are searching for two suspects in connection with a Dec. 16 incident n which a Midvale man's home was broken into and the homeowner beaten. According to police reports, two men kicked open the front door of a home located in the 300 block of South Main Street at about 4 a.m., waking its two occupants. The two suspects entered the bedroom and attacked the man, striking him in the face and neck. When his wife attempted to phone police, the two men fled. Peterson noted that there were other problems with the low bid. The bid documents, included with the price tag, were incomplete. Bidders on projects using federal dollars must certify that a set percentage of their business will be with minority or women-owne- d enterprises and that minorities and women will be represented on the work force. Immediately after a bid is accepted, the contractor must execute, promptly contract and secure payment of worker's compensataion insurance and furnish a satisfactory and faithful performance bond equal to 100 percent of the contract price. The contractor must also furnish a list of all sub contractors, as well as sources for materials and equipment. Not all of these provisions were covered in the original bid documents and, according to Peterson, there has not been sufficent Police are still unsure of the motive, but allege it could have been revenge for something the victim may have done to the suspects. A West Jordan was placed under arrest by Officer Kent Cravans Saturday on assault charges stemming from an altercation at tavern on North Main Street. Witnesses told police that that the suspect, without any apparent provocation, struck the victim, a Midvale man, over the head with a pool ue then assaulted the victim with nis hands and feet. Over the past two weeks, the movement in that direction over the past 90 days, the time limit for awarding the contract. South Valley returned the 10 percent bid bond, last week, giving the firm seven days to either withdraw its bid or protest its being turned down. The seven days was to run out Tuesday and, as of Monday, no word had been heard from the contractor. If the company did decide to protest, the matter would first go before South Valley's attorney for review. If the contractor didn't like the attorney's ruling, it could appeal to District Eight of the Environmental Protection Agency. "It's been a rough couple of weeks," Peterson stated. "We've been working from 6:30 in the morning to 8:30 at night trying to iron this out. The caller, reportedly, tells the residents that one of their sons or daughters has been arrested and the parents need to come down to the station to pick them up. Det. Jeff Jensen stated that police are not sure if the motive is some kind of harassment or the victims are being set up for burglaries. He asks that anyone receiving such a call, check back immediately with the police department to confirm it. Brighton Wins JSD Academic Decathlon COTTONWOOD HEIGHTS. Trash Pickup Alder Construction, The establishment of a strong Fleet Replacement Fund was also noted by Andrews. The fund was set up to handle all vehicle purchases by the city. By setting aside those funds and by switching its invested funds to the state treasurer's pool, the city has reaped a $266,660 interest dividend, the equivalent of 6.5 mills in property tax. Among the other high points of the audit, was the establishment of a seperate sewer utility fund and instituting of a user charge system that conforms to EPA guidlines for setting up sewer billing accounts. The city also organized a redevelopment agency which, over the next two years, should begining to recieve tax increment funds. These funds will be used to bond the agency and pay for long range improvements in the redevelopment area. -1 Midvale has contracted for its utility meter reading, improved budgeting procedures and presentations, eliminated a seperate checking account for the city court and opened an interest bearing checking account, which earns eight percent interest. 1 ,.
