Wall Street was hit on Monday with some of the heaviest trading in over two months, and most of it was selling that pushedN the Dow. Jones industrials off 8.87. The only explanation brokers could find for the Monday plunge was the recent break through the 600 support level and a darkening business backdrop. Stocks came back on Tuesday to snap a string of three successive declines, apparently responding to a Senate judiciary committee's refusal to vote contempt citations against four steel companies and nine of their executives for refusing to surrender secret production! cost data. A rally that began in the steels soon spread to; other sections : of the list and gave the industrial average a Tuesday gain of 5.31 its sharpest climb since it rose 6.86 on Aug. 31. In commenting on. this action, Mr. Brown saidt "In banking and credit circles it is regarded as rare, indeed, when a lender low ers the interest rate on, loans already on . its books." He added that the action is in line with the established policy of the Berkeley land Bank always to provide far mers and ranchers with long-terloans at the lowest possible cost consistent with sound operation. The Federal Land Bank Association of Provo is one of the 46 associations through which Land Bank loans are made in Califor nia, Arizona, Nevada and Utah.
