A year ago Saturday, the Laketown woman and her daughter were shot as they stood in the lobby of the church's Family Mormon History Library, hit at random by a gunman who killed two people including a church before police security guard killed him. "I can't say that I have completely recovered," said Wilson, wh& has had two sets of surgery to clean up after the bullet that shattered the side of her left eye. She will never regain her full sight. She also wonders why the shooting happened, why she survived, why an unstable man with a history of mental illness had a gun in the first place. She's not the only Utah resistill searching for dent answers.. The debate began the day after the April 16 shooting in downtown Salt Lake City. From lunch counters to the governor's office, people questioned the state's gun laws. The family of gunman Sergei Babarin came forward to say the tragedy might have been averted with tougher rules governing treatment of the mentally ill. In 1995, he was arrested and charged with carrying a concealed weapon after a fight at a department store. A year before the shooting, he tried to knock over a passing bicyclist, calling him a spy. That drove his son, Alex Babarin, to ask Valley Mental Health to hospitalize his father. Doctors could not because he did not meet the requirements for "immediate danger." Dangerfield said the center will try again next year to change the law. "Just because we don't have a tragedy, doesn't mean the problem isn't there," he said. Sheryl Cano, 46, of Salt Lake City, could face up to 20 years in federal prison and a $1 million fine. Cano entered her plea Wednesday. She admitted that in September and October of 1998, she was involved in trying to make methamphetamine to use and sell. As part of the plea agreement, prosecutors dismissed other charges, including some weapons violations. The Sundowners case is the result of a yearlong investigation that ended in 1999 when 39 club members and alleged associates were arrested for purportedly manufacturing or selling methamphetamine.
