Smaller cities, traditionally known for their friendliness, were criticized three times as. often as metropolitan areas for neglecting teachers. Many communities have built good permanent staffs without resorting to salary wars with competing school systems. They have done so by adding friendship and appreciation to adequate salaries. For example, several cities are now using the Portland (Ore.) plan for helping new teachers through those awkward first days. Under the Portland plan, a housing office not only lists available apartments, but enlists veteran teachers and parents to drive the newcomers to them. The importance of this service is reflected by the NEA survey, which reports that one of three new teachers has trouble finding adequate housing, yet only half the com- teachers with a dinner and stage show. Bound Brook, N. J., has developed a program to help teachers earn and learn during Summer vacation. Local industry in Bound Brook employs them at regular industrial salaries in manufacturing sections, productionvjpffices, and industrial-relatio- ns departments. In other cities, the chamber of commerce or school administration acts as liaison between teachers seeking employment and local personnel directors. Because many teachers wish to further their education with Summer courses, Closter, N. J., has set up three e used by its annual fellowships vacationing staff.
