The Board of Directors of The Salt Lake County Water Conservancy District, Salt Lake County, Utah, met in special session October 28, 1952 at its regular place of meeting at 351 South State Street, Salt Lake City, Utah, at 7:30 o'clock p.m., due, legal and timely notice of said meeting having been given to all members as required by law and the rules of said board. The meeting was called to order by Horace T. Godfrey, Chairman f the board and President of the district. On roll call, the following members, constituting a quorum, were present: Horace T. Godfrey, Director; Noal C. Bateman, Director; Henry Beckstead, Director; James H. C. West, Director; E. B. Stillman, Director; Alma Fairbourn, Director; Estel L. Wright, Director; Hyrum Benaion Jr., Director; Gwynne Page. Also present was Edward W. Clyde, Secretary of the board and f the district. Director West introduced the following resolution and moved us adoption: ... RESOLUTION WHEREAS this board does hereby determine that the Interests of The Salt Lake County Water Conservancy District (hereinafter tnmPiimM rpfprrpd to as "the district") and the public interest and necessity demand the acquisition and construction of a water supply ana uisiriouuou system iur me uuiun w uu vuij bjects and purposes for which the district was created; and WHEREAS this board has caused plans and specifications to be made for the portion of the water supply and distribution system which is to be acquired, which portion to be so acquired is to consist of large diameter transmission mains, high pressure retail distribution lines, reservoirs and Dumping plants, together with all necessary related valves, hydrants, meters, connections, equipment and appur tenances, which plans and soecuications are on tile in ine omce oi the Secretary of the district; ana WHEREAS the cost of the acquisition and construction of the portion of such water supply and works above described to be so acquired and expenses preliminary and incidental thereto, is estimated to be $1,990,000.00; and WHEREAS the district has no funds available to pay such cost and such expenditure is greater than the ordinary annual income and revenue of the district will permit; and. WHEREAS this board desires to issue the bonds of the district in the amount of $1,990,000.00 for this purpose and to call a special election for the purpose of submitting to the qualified electors of the district who shall have paid a tax on property in the district in the year preceding said election the question of issuing such bonds; NOW, THEREFORE, Be it resolved by the Board of Directors of The Salt Lake County Water Conservancy District as follows: . Section 1. That an election is hereby called to be held in the district to submit to the taxpayers of the district the question of whether bonds of the district in the amount of $1,990,000.00 shall be issued and told for the purpose of paying part of the cost of acquiring and constructing a water supply and distribution system consisting of large diameter transmission mains, high pressure retail distribution lines, reservoirs and pumping plants, together with all necessary related valves, hydrants, meters, connections and appurtenances for the district and expenses preliminary and incidental thereto. Section 2. That said question shall be submitted at a special election of such qualified electors of said district as shall have paid a property tax therein in the year preceding such election, and the election is hereby called to be held in said district on Tuesday, the 9th day of December, 1952, the question submitted to be in the form set out in the form of ballot contained in Section 5 hereof. Section 3.
