Show r ACTION LINEEXT. 77000 Census form not sent worked with, civilian or military, received one as far as I know. How were the Department of Defense overseas personnel counted in the census? Matt Engler from the Denver Regional Census Bureau Office 6 was contacted and he said that DOD overseas personnel are not provided census forms. Instead, the DOD agencies provide numbers of personnel, which includes family members, to the census bureau. There are approximately five parking slots that are occupied with boats and campers that belong to Area C residents who parked in there for convenience during the high-us- e season. Today they were all ticketed for illegal parking. What is the harm in parking recreational vehicles in these slots? It seems to me the security police would be more useful taking care of the speeders who drive recklessly through the housing area, endangering our children's lives, than issuing tickets for parking in an empty parking lot. Security policemen are force still needed at part of the mission-essentiClark to secure and safeguard U.S. personnel, property and equipment. Although Clark is scheduled to be closed in late 1992, there are still several thousand U.S. military personnel assigned. They are tasked with the responsibility of closing the base and salvaging usable equipment and supplies. Providing security for Clark is still an essential function and security police personnel will be assigned to Clark until the U.S. withdrawal is completed. m al Were some promoted unfairly? Under the integrated oganizational de-2velopment program, work leaders were organized and assigned essentially the same duties as the supervisor. My concern is promotion of work leaders to supervisors without due process of a promotion profile. This may be another rumor; however, if it is correct information, the process is not fair practice to others who may be 7 qualified. Would you please clarify? Wage leaders must compete to be reas-i- l signed or promoted to wage supervisor foreman positions. However, general schedule work leaders (team coordinators) may be reassigned at the same grade to fk ly supervisory positions. Promotions must be accomplished through competitive procedures, except for the following: II Temporary promotions for 120 days or less, and Q Repromotion of downgrade eligible those who have been downgraded through no fault of their own such as by reduction-in-forcI can assure you that all personnel actions will be processed in accordance with prescribed directives by our Civilian Personnel Office. During the past fiscal year, the center lost more than $140,000, which drains money from the rest of the Morale, Welfare and Recreation Division. In other words, patrons participating in other activities have been subsidizing the cost of child care. Even with the rate increase, the center will continue to operate in the red. The Military Child Care Act of 1989 dictates the ratio of caregivers to children, so we cannot reduce the number of caregivers. Your observation of the desk area can be explained. The desk attendants are appropriated funds positions; therefore, they are not a nonappropriated funds cost to the center. Your child care fees do not pay their salary. Additionally, all employees must come to the desk area to receive assignments and to clock in or out. Also, the desk is located next to the employee break room which increases congestion. Held up f at the gate closed the Recently they gate just as we were trying to leave the base to attend a funeral. We explained the situation to the guard, but he would not let us leave. I understand we must accommodate and cooperate with security measures, but why can't they accommodate people who have an emergency situation and need to get off the base in a timely manner? (ftZX 0 1n the Hilltop Times there was a question about whether supervisors can open all sors can't open mail containing personal information subject to the Privacy Act. I'm fused here. Could you explain? I would like to know why military members are staying in the Philippines and how long they are going to be there. There is nothing there for them to do since everything is closed, and I don't see any reason why they are still there. Would you please explain? f It may be 2f the rates will be going up again at the child care center. I don't have a problem with that if it's necessary to defray costs to keep the center out of the red, but I was just wondering if they couldn't cut some of the administrative staff down to help save money. It seems like that would be a good place to cut costs because there are four to five people in the desk area most of the time. Thank you for the call. Hill AFB Regula-tio125-- 4 requires boats and campers not stored in carports and garages, be placed in the RV lot at Transportation. This prevents traffic congestion and removes the temptation for vandalism and children playing on them. Please contact Jim Taylor, Ext. 71843, to be placed on the list to store your vehicle. In the meantime, security police will not cite those vehicles parked in that area of the parking lot. All citations written have been removed from the record. jf y Hilltop Times Rates to rise at child care center I was in Europe for most of 1990 and I never received a census form. The first action line answered in the Hilltop Times, on May 3, 1991, was in regards to a letter sent through the U.S. Postal Service (with postage applied) and the sender was not a government office. In this case, the following applies: In general no person may open, read, search, or divulge the contents of sealed first class mail, except the addressee or sender. The only exceptions to this general rule are: A postal employee acting in accordance with dead mail regulations. This mail would be stamped "Opened for directory service" or "Opened for routing." A postal employee acting with consent of addressee or sender. A person executing a search warrant. An authorized customs or agriculture employee acting in accordance with regulations. A postal inspector acting in accordance with regulations. The second action line answer was in regard to mail sent through the base information transfer mail is supposed to be system. All inter-bas- e official mail, so the following applies: The supermail visor can assume that any inter-bas- e received by his office is official, and any name that appears on it is to the "Attention of." Therefore, if that person is absent that day, the supervisor can open it to determine the content and take the action required. The following exceptions apply: The envelope is marked "For addressee only." The item is of apparent personal nature. In this case the supervisor should give it to the addressee and tell him or her to advise the sender mail for personal mail. not to use the inter-bas- e first-class mail says "Official If postal service business" below the return address, the supervisor may open it using the same assumption (the office is the addressee) that is used with inter-bas- e mail. If you have any other questions about the mail system, please call the base postal officer at Ext. 72488. Jl I regret the inconvenience you experi-f- k enced, but unfortunately, it was unavoidable. At the time you were attempting to leave the base, an alarm was activated at one of our critical facilities. An alarm is an alert to a possible serious situation, and security police must respond as such. Air Force regulations dictate procedures for an alarm activation. Closing the gates for specific buildings until an investigation can be conducted is one of them. Security police take immediate action to an alarm and most activations will minutes to determine that take from is all right at the facility. Protection everything of our resources is the primary duty of the security police and I ask all to be patient during this infrequent occurrence. 10-1- 5 Production line needs full bins Parts support for our production line is really bad. Our bins are usually empty and orders are not made until the bins are empty. We never have the part we need when we need it. Can something be done to provide better service so we can get our jobs done? Thank you for your concern about this situation. A detailed review of the circumstances has revealed them to be partially valid. The parts bins are checked frequently and orders made regularly normally when 50 percent or less of stock remains. Supervisors have been instructed to keep stock levels up so that you have the parts you need to do your job. However, employee supply discipline is also a factor in the stock levels. The bins are stocked with material which is paid for in bulk prior to issue and then placed out in the production area so that employees can le serve themselves. If employees take more items than they need for immediate and near-teruse, the bins can be emptied without warning. Then,' yes, stock would have to be ordered when the bins are empty. Supervisors, too, are very concerned with customer service and are taking action to ensure you receive the quality service that you deserve.
