Show ACTION LINEEXT. 77000 Hand signals are for engineers work with the railroad and we use hand signals signal our engineers to continue on at the railroad crossings. We have a problem with the drivers of cars stopped at the crossing taking our signals to the engineers to mean they can go. Since we have no other way to communicate with the engineers, could you publish something in the Hilltop Times to let people know that our signals are meant for our engineers and not for the cars? The authority recently conferred upon us was requested by Headquarters Air Force Logistics Command and applied to AFLC employees only; it did not include employees of tenant organizations. Every year during the winter months, there is a definite shortage of parking due to an increase at the bowling center with leagues and Hess Fitness Center patrons. An addition was made east of the bowling center, but unfortunately, that has not solved the parking problem. There is plenty of parking available east of the bowling center and even more spaces east of the Morale, Welfare and Recreation Sports Loan Building, and we encourage people to use these areas when those in front of the fitness center are full. We have instructed gym workers to monitor the lot and issue citations for illegally parked vehicles. The security policg officer who responded was TSgt. Robert I;. It seems pretty ridiculous that they have money to pay for a smoking room but not for things we need to do our jobs. I was wondering if somebody would investigate and find out why. understand your concern and want to address your issues separately. You are correct, money is tight; however, that will never be an excuse to compromise safety. Your supervisors are empowered with the authority to determine what items are essential. If you are not getting the equipment you need, get with them as f I I soon as possible and resolve your concerns. As for the smoking room, it is Air Force policy that all workers' rights be protected, both smokers and nonsmok-ers- . The new smoking area will serve several shops and was constructed at minimum cost using leftover materilabor as time permitted. Also, people are smoking in some of the offices, and it is an irritant to the people who must go in and out of those offices on a daily basis for business. The smoke also spreads to the surrounding offices. Aren't we still entitled to smoke-frework areas? e Not all exits in your building have been designated as smoking areas. The exits that are authorized as smoking areas are as follows: the southeast entrance and stairwell, the center entrance of the east annex and the entrance and stairwell just north of the east annex. These areas have been coordinated with the American Federation of Government Employees Union Office. Local l')92 There are no offices in Bldg. 225 which are designated smoking areas. Your division will investigate and correct any areas being illegally used for smoking, once the areas are identified. Please bring the specific problem areas to the attention of your division chief. r Vent pipe causing a hazard 100 is of vent pipe on the north end Bldg. moisture all over the ramp area and when it freezes, it could be a real safety hazard. Can we get somebody to look into this and correct the problem? QA The civil engineers located the vent pipe you described and corrected it. The spray you refer to is steam and is not hazardous. If a similar problem occurs in the future, please get with your facility manager so that he can process a request through the system for civil engineering attention. However, thanks for highlighting this problem. A n Change interferes with increase was previously on the Supply pay cycle and my step increase was late. I found out that all of us who were on the Supply pay cycle are going to lose one week of our step increase. Is anything being done to rectify this situation? " a within is effec tive on the first day of I he first increase grade pay period following completion of the required waiting period. If a wailing period ends on the first day of a pay period, the within grade increase will not be effective un til the first day of the following pay period." Effective Aug. 12. the entire civilian work force at Hill AFB was changed to one pay cycle. The alternate pay cycle was eliminated. Since your waiting period ended on the first day of a pay period, your within grade increase was not effective until the following pay period. We have no authority to grant the increase on any other date. This situation has always existed. If an employee moved from one pay cycle to the other, the next pay increase was invariably affected. Through the years, thousands of employees have been voluntarily and involuntarily affected by this rule. Now that everyone is on the same pay cycle, the problem will eventually (lis appear. It seems to us 10-ho- that it could save a lot of fuel if they had four days for the whole base and eliminated one day of driving each week. As for the BX, the ID stand has been relocated due to an increased demand on sales floor space as the stock assortment was expanded for the holiday selling season. The new location actually creates a smaller aisle space for customers to enter the BX. thus making it easier for the II) checkers to monitor the customers. The BX will turn the stand where the ID checker faces the aisle, making the surveillance even easier, and place increased emphasis on the importance of controlling the entrance by all ID checkers. As for the commissary. ID checkers are cashiers who are randomly scheduled to work the ID desk. They have no prior knowledge until they arrive at work that they will be checking IDs. thus making it difficult to access for someone unauthorized. Allowing unauthorized people to use the commissary is illegal. If you know of abuse, please report the name to the Office of Special Investigations, which will look into the problem. I use it a lot, and I don't think employees there get enough recognition for all the help they give people trying to get through college and do other things. The new carpet they put in the library looks great and makes it nice. Thanks for the great service the library is to us. People are parking in the motorcycle slots, where there are no spaces marked and along the south side next to the curb by the auto hobby shop. Can we get them to either enforce the parking rules or do away with the no parking signs and motorcycle parking slots? We a I I Basketball brings parking problems A J Kudos I have a comment concerning the people who about having to join the Officers' or Noncommissioned Officers' clubs to be able to use the Hess Fitness Center. I wonder if they have considered what it would cost for the use of the same type facilities in the local community. If they did a price comparison, they would find that membership in the Officers' and NCO clubs is much less than what they would have to pay for a membership in a club on the outside. I personally feel that it's a real bargain to just have to pay that much for use of the facilities on base. I think it's time they take a good hard look at the opportunities they do have. t LINE. I have tried to transfer to the Ogden Air Logistics Center side of the house, but they won't let us because of the freeze. As you may know, we recently implemented a test of compressed work schedules, including some four-1schedules, in were not greatly impacted by limited organizations which the Integrated Organizational Development. Further implementation of these schedules may be possible as we progress with the test and have had an opportunity to 'study the impact of these schedules in the participating organizations. However, while I agree that fuel consumption and traffic congestion should concern all of us, using a four-1schedule to completely shut down base operations one day each week is not a feasible solution at this time. The nature of our mission and our requirement to provide service seven days a week, both on the installation and nationwide, require that the installation be open and operating during the standard workweek.
