In speaking about a recent local Scout activist Nancy Lamph said "The most important thing is the boy. Every boy needs the opportunity to join." In Utah, most partols and troops are organized by the LDS church, but you don't have to be LDS to join because a new scout has an option to join either an LDS or non-LD- S troop.
