Lehi City must work with property owners and help pay for sidewalks and safer roads near our schools. This must take precedence over street improvements in the city. Procedures for the development of vacant lots within the established boundaries of Lehi City must be based on clearly defined principles and consistently applied to all citizens on a fair and equitable basis. The present long standing bureaucratic process must be refined. Large residential developers must be liable for any infrastructure problems that develop within a subdivision for five to ten years, maybe longer. Alternatives to bonding for any new buildings must be fully explored and understood long before citizens are asked to vote for a bond. Chairman Zonemeout: I cali this meeting of the Board to Order. Is there a motion to approve the minutes of the April meeting? Board Member (BM) Annexmore: I move approval of the minutes of the April meeting. Mr. Planit: Oh dear. Excuse me. I see that. . What? Oh. Thank You. My staff tell me that Mr. Hasalot failed to answer the question on page 6 of the building permit application regarding number of children. I am sorry. . 1 Chairman Zonemeout: Mr. Planit BM Buildalot: I second the motion. Is there any discussion? BM Grandniaison: On page 26 please correct the notes regarding the height limitation included on the permit granted to Mr. Builtvvell. We specifically stated that the garage not exceed 15 feet in height. Mr. Builtwell has included a cupola and weathervane that we did not approve. The roosters tail exceeds the height limitation and must be removed to comply with our order. BM Grandniaison: I second the motion. I think we made it clear six months ago that any failure to complete the entire application would render the application invalid. Please be more careful. Now, if my math is right we can recommend all these permits for approval except one. Lets get on with the rating process. Mr. Planit: Request number one of 47 is for a single family home to be built on a lot in the Church Hollow subdivision. The home is a four-levsplit typical of the other homes in the area. Adequate public facilities exist to serve the home, the couple is young and childless, and they indicate that they ride UTA and will not drive their car much at all on Lehi' s streets. They have indicated that they would sell the car to guarantee that they won't generate traffic. We have a copy of a letter they sent to all their friends and family members indicating that they should park in AF and walk the rest of the way if they ever plan to visit. They also suggested that visitors use the restroom at home before leaving to avoid additional impact on the Lehi City sewer and water systems. They plan to use solar panels to generate heat for the home and will orient the home to the north so that the front windows face the street and that the solar panels will not be visible from the curb. As you know, these are all important rating criteria outlined in the Ordinance to Manage Growth in the City of Lehi, Utah. n Lehi City needs to stop talking long standing drainage problems and do something to reach solutions. 2 July 4, Chairman Zonemeout: If there is no further discussion, all those in favor of the motion say The Mayor and Lehi City Council should treat citizens with dignity, common courtesy and respect. Page 5 &fS!& Lizzy's Country class 1 He Firmly Believes - OPEN HOUSE I move that we correct the minutes and order the rooster removed from Mr. qnB(jiivyeirs home in accordance with section 6, of the Ordinance to paragraph B., subsection the in Growth City of Lehi, Utah. Chairman Zonemeout: Motion passed. All those in favor of approving the minutes as amended say aye. AEYAYEAY. Chairman Zonemeout: Motion passed. Now, lets get on with the meeting. Mr. Planit please give the Board a status report regarding our ability to grant permits and review actions taken at the last meeting. Mr. Planit: Thank you Mr. Chairman. Well, as you know at the last meeting you approved 102 building permits submitted during the first quarter. The limit established by the Ordinance to Manage Grow th in the City of Lehi is 147 for 998 so that leaves you with 45 permits to grant. To date. 47 additional applications have been received so two units can not be approved. I . . From the crowd: Excuse me! Excuse me! That is wrong! The City Council did not approve all the permits recommended by this Board. We turned down Mr. Hasalot because we didn't think the school system would be able to absorb all his kids without adding double sessions or overcrowding classrooms. He has 8 you know. Chairman Zonemeout: Mr. Planit your record shows? is that what is right. Thank Just clarification. that for Ms. Hearmenow you so we are clear, he Ordinance to Manage Growth in the City of Lehi requires that the "board examine each application for its relation to or impact upon. . .the appropriate school to absorb the children expected to inhabit a proposed development without necessitating or adding to double sessions or other unusual scheduling or classroom overcrowding," That is in Section 6, paragraph A., subsection 5 if you want to look it Mr. Planit: Oh. Excuse me. That up. Chairman Zonemeout: How did this happen Mr. Planit? Why didn't we know the man had 8 kids? Don't we have rules about these things? I mean before you know it we'll have 8 kid families all over town if we're not careful. Think of all the problems Mr. Planit. You really should be more careful. BM Park: We have a lot of requests for homes in that area. Are any of the applicant proposing to build a park? Mr. Planit: Applicant number 32 indicates a willingness to build a park for the City on a lot inihe development. BM Park: How docs 32 compare to 1 in other ways? 32 will use more brick, use photovoltaic cells to generate power and xeroscape the yard to receive the bonus points available for water conservation measures. Remember, along with the other criteria are important for an applicants score in accordance with the Ordinance to Manage Growth in the City of Lehi, Utah. Mr. Planit: Chairman Zonemeout: If you folks don't fol- low procedure we will be here all night. We need to score each application individually first. Then we will order them and change the scores if we need to. From the Crowd: Excuse me. I am Mr. Needahome. I am applicant My wife and I been are both from Lehi. We have saving for a build a would We home. build this long time to room the have don't we but for the city just park or the money. 32 may be bigger and nicer but they will destroy a community vista for Mrs. Mountain! What about that criteria! Doesn't anyone here care about the vista for Mrs. Mountain? Besides, they also have three cars and more friends than us. They are only offering to build the park because they know they can't get ap proval any other way. It doesn't seem fair thu, they will get a higher priority just because they . have more money! Calm he out worked will during down. All those details the evaluation and scoring process. You should be fine. There is only one in our stack today that will not be recommended for approval anyway. I am sure there are worse projects than yours Mr. Needahome. Now. Mr. Planit. please continue. Chairman Zonemeout: Calm down. Mr. Planit: Well actually Mr. Chairman, received the lowest rating from staff. After all, there is no guarantee they won't have a pile of kids. They are also building a very plain home. Besides, they want a regular grass lawn and resisted our recommendation that they build a shorterhome. They are short people after all and could have lower ceilings. If they reduced the height of the house by four feet, Mr. Secitall would still have a view of the low hills from his basement windows. Narrator: This may seem cray but conversations like this one may well occur in our community if the Ordinance to Manage Growth in Lehi City, Utah is approved by voters in November. The ordinance will require a rating of each application based upon a number of factors that don't relate to the City's ability to provide service. Factors like lot coverage, open space, architectural design, park area and so forth are more related to an individuals ability to pay than to the protection of the City's water or school system. And just what do we need parks for anyway? The City will be required to consider the impact of children on the school system and rate applications on this factor with a score of How can this be done without penalizing people for populating the earth? If there are no children, who will use the parks and playgrounds? Where will our young people go to raise families of their own? And what about architectural considerations? Is it right for the City to dictate by committee what a home should look like or what color it should be? The Ordinance to Manage Growth in the City of Lehi, Utah requiresthat applications be rated on these matters. Why? Is this a beauty contest? Ifso perhaps the sponsors of the new rules should look at their own homes and ask themselves if they would be granted a permit to replace them in a competitive environment where money will matter and compliance with zoning and building regulations will not be enough. Lehi City has just completed a Comprehensive review of its zoning and development regulations. The sponsors of the Ordinance to Manage Growth in the City of Lehi. Utah have concerns about development in the city that should be and in most cases have been addressed. The specifications for public improvements have been rewritten and a thorough development review process is iii place. Growth in Lehi City is already control led and managed. The Ordinance toman-ag- e Growth in the City of Lehi, Utah is erroneously named and will not preserve the agricultural character of our community. It will not protect your water supply. It will not reduce or limit traffic on Lehi's Main Street. It will not protect the rights of property ow ners. The Ordinance to Manage Growth in the City of Lehi, Utah w ill create arbitrary standards for the rating of projects. It will meddle in the private design choices of families seeking to build homes. It will prohibit native Lehians from building homes in their own hometow n. It will, through conv oluted rating systems and development standards, hand out building permits to those with the most money. Do not be fooled by the angry rhetoric of the sponsors. The facts are clear. Get a copy of the proposal. Read It. Vote. Once informed you will be convinced that the only sensible vote is NO. Paid by the Committee for Sensible Growth |
