Knollin Haws Communications Director H.E.A.T. program to begin soon Winter is just around the corner. And so is this season's opening of the federally funded H.E.A.T. (Home Energy Assistance Target) Program. The H.E.A.T. program was originally authorized by Congress in July of 1981, and currently is administered at the federal level by the Secretary of Health and Human Services and at the state level through the State Department of Services. The H.E.A.T. Social program is designed to assist eligible households meet the rising costs of home heating. For elderly or handicapped households, the H.E.A.T, program opens Thursday, Oct. 15, 1987. Other applicants can begin applying Monday, Nov. 2. The program will continue through March 31, 1988 or until federal funding is no longer available. H.E.A.T. does not pay the entire fuel costs for the winter. An eligible household can apply for only one H.E.A.T. payment per winter season. The amount paid depends on location, type of fuel used, household size and income. Any costs above the H.E.A.T. payment must be paid by the applicant. H.E.A.T applications can be obtained at any of the local Social Services offices or at special Energy Assistance Office locations. Clients should bring these proofs with them when they make ap plication. 1. Identification of some kind. 2. Social Security cards for everyone in the household 18 or older. 3. A copy of the most recent utility bill from each of the household's major utility suppliers. 4. Verification or proof of all income received by all members of the household during the previous calendar month. 5. Proof of medical bills paid during the previous calendar month if the household wants to use the medical payments as a deduction. H.E.A.T. During the 1986-8- 7 program, approximately $8,913,542 was spent on client benefits for 41,819 eligible households. In addition, some $425,000 was also made available to relieve desperate crisis circumstances in home heating. According to program director, Susan Gail Larsen, during this coming winter's program, the state expects to have about the same amount of money available for client benefits. However, it is anticipated that there will be an additional 3,000 eligible households apply this year for a total of 45,000 approved households altogether. As a result, the average benefit will be somewhat less than last year.
