The report, titled "At the Crossroads: Will the University of Utah Remain Competitive in the 1990s," says that since the 1950s the state has consciously developed its flagship university into an important national and intermountain research university. But, if funding levels of recent years continue, that stature ?" cannot be sustained. Despite many demands being made ; on state surpluses, the document contends that the coming state budget will invariably be a "critical turning point" for the U. The institution "made deep cuts when the state's economy was struggling."
