(UPI) Television evangelist Jimmy Swaggart, whose accusations of impropriety toppled PTL preacher Jim Bakker from power, stepped down from his pulpit Sunday for an undetermined period after confessing to an unspecified moral transgression. Swaggart told his congregation of more than 7,000 at the Family Worship Center that he had sinned against his wife, his family and his church. He begged forgiveness from them all. The emotion-charge- confession drew several ovations and uncontrolled sobbing from the faithful as he publicly acknowledged his sins and begged forgiveness from the Lord. Swaggart did not deliver his usual sermon, but talked about 20 minutes after the group was addressed by Forest of the Louisiana District of the Hall,, secretary treasurer Assemblies of God. (UPI) Federal Food and Drug Administration investigators do not believe any faulty drugs were allowed on the market because of the work of a researcher indicted for falsifying results of clinical drug trials and failing to report potentially dangerous side effects, the agency said Sunday. Robert A. Fogari, 46, of Saddle River, former chair ofthe Jersey Gty Medical Center, was indicted by a federal grand jury Friday on 20 counts of conspiring to defraud the FDA and making false statements to hinder an FDA investigation. The U.S. attorney's office charged that Fogari falsified reports on patient visits, submitted blood samples drawn and from people other than the test subjects, faked fabricated EKG readouts. He also is accused of failing to obtain "informed consent" from patients participating in drug tests and of failing to perform tests to determine whether they suffered any side effects. Despite the allegations, FDA safeguards intended to keep such fraud from allowing unsafe drugs to reach the public appear to have worked, an FDA official who participated in X-ra- ys MEDICAL SCHOOL the agency's investigation of Fogari said. "We don't believe in his case that there were any drugs that after his work was removed should not have been marketed," Alan Lisook said. "I can't specifically cite that we didn't find any but that is something I would tend to remember." Linsook said the FDA requires the submission of reports from at least two independent researchers each time a pharmaceutical company seeks to place a new drug on the market and, for many drugs, requires the work of several researchers to be submitted. All licensing applications require extensive FDA scrutiny of the reports, but those on drugs requiring only two reports receive even closer attention, he said. The probability that researchers working with the same drug under similar conditions will obtain similar results means that any fraudulent report is likely to stand out, Lisook said. In fact, the FDA began investigating Fogari after at least one drug company reported that his data did not match that submitted by other doctors doing trials on the same drug, Assistant U.S. Attorney Paul Weissman said. Fogari was disqualified for the testing of experimental drugs in 1985 after the FDA began the investigation, Lisook said. The agency sent letters to all of the drug companies Fogari had worked for, asking whether the approval of their drugs would still be valid if no longer supported by his work, Lisook said. The FDA also took its own second look at drugs with which Fogari had been involved. The approvals of all the drugs remained intact, he said. Fogari is charged with falsifying test results in 18 trials for nine pharmaceutical companies, including Merck & Co. Inc., the Ciba Pharmaceutical division of Ciba-Geig- y Corp., the Pfizer Laboratories division of Pfizer Inc., Upjohn Co. and the Warner-Lambe- Parke-Dav- is Pharmaceutical division The drug companies were not involved in the alleged fabrications, authorities said.
