Show Wtdnday. Fbruary Two 18, 1987 -H- JJ1PI1 Defense within guidelines WASHINGTON President Reagan said Tuesday his "Star Wars" defense program is in compliance with the 1972 ABM treat)', despite Soviet charges to the contrary and challenges to a possible reinterpretation of the pact. Reagan, in a report to Congress on U.S. adherence to existing arms control agreements, declared the United States "has been and remains in compliance with all current treaty obligations and political commitments." But his report failed to mention the uproar over legal implications of his Strategic Defense Initiative, the formal name for "Star Wars," or say when that program will move into a phase described by critics as prohibited by the Missile Treaty. Anti-Ballist- ic The report, prepared by the Arms Control and Disarmament Agency, offered a detailed rebuttal of Soviet charges that SDI research, development and testing has violated restrictions imposed by the pact. . Surrogate mom bluffing A psychiatrist testifying for a reclaim Baby M said Tuesday mother to seeking surrogate the woman was only bluffing when she threatened to kill herself and the child rather than give up the infant. Dr. Donald Klein also said he saw no basis for a diagnosis by another psychiatrist, expected to testify later in the landmark Baby M custody trial, that Mary Beth Whitehead is a victim of a mixed personality disorder. Klein testified that Whitehead's threats to kill herself or Baby M rather than give the child to William Stern, the girl's natural father, were only a bluff calculated to stop Stern's efforts to force her to yield Baby M to him. "Mrs. Whitehead was attempting to force Mr. Stern to do something he didn't want to do," Klein said. "She was trying to make him feel guilty, trying to make him feel ashamed." The Baby M trial is the first in the United States in which a judge must determine custody of a child born of a surrogate motherhood agreement. Stern and his childless wife are seeking a ruling that the $10,000 contract in which Whitehead agreed to bear a child for them is valid. The money is in escrow. Klein, professor of psychiatry at Columbia University and of a manual on diagnoses, said the doctor hired by Baby M's court -- appointed guardian erred in his diagnosis of Whitehead. "I saw no indication of a personality disorder," Klein said. But the sponsors said they made commitments with fur dealers to show their products on TV. Barker, who wants the pageant to use fake furs, played the role of host at a noon dress rehearsal Tuesday but said nothing had been decided about the finals. Fake furs were used during the dress rehearsal. "I can't imagine w hat goes through the kind of a person who puts on a fur coat knowing that. . .these fun are taken from living creatures, who have suffered and were killed, in order for them to wear a fur coat," Barker said before the dress rehearsal. "It's absolutely unnecessary and I think it's disgusting." George Honchar, president and executive producer of Miss Universe Inc., said real fur coats must be used because of commitments with fur dealers. Honchar said he was counting on Barker's professionalism to prevent him from quitting. "I'm really not looking at throwing Bob's number of years with the event out the window," he said. Both sides spoke for about 90 minutes Monday night and again Tuesday before the noon rehearsal, but nothing was resolved. P.TSe!- - TOM TK2 MAW No Silver Used In THIS Photography Course, WE PROMISE!
