The annual affair is being sponsored by the Box Elder County Sherriff's posses and is headed by Chairman Ed Silvester. Assisting Mr. Silvester will be Darrell Fuller. The boys and girls competing for top honors have all won finalist positions by their past performances in 4 state rodeos held earlier in Hurricane, Spanish Fork, Tooele and Ogden. Two trophy saddles will be awarded to the cowboy and cowgirl of the meet. Other prizes will include trophy-buckle- s as well as an opportunity to compete in the National finals in Ogallala, Neb., in August. Preliminary competition will begin tonight with the boys competing in the same 6 events used in RCA championship rodeos. These are saddle bronc bull- riding, bareback riding, doging, calf roping, bull riding .and cow cutting. The cowgirls will compete in the cloverleaf barrell race, cow cutting, breakaway calf roping, pole bending as well as competing for the Utah High School Rodeo Queen title which will be awarded The State has done little to encourage the implementation of the uniform accounting system developed for counties and municipalities during the past six years despite specific legislative appropriations made for this purpose. This point was made in a current Utah Foundation research report which analyzes the legislative changes affecting local government recently enacted by the 1965 Utah Legislature. The report observes that many municipalities and counties still have not addopted the uniform accounting system developed for local units in the late 1950s. Since 1959 Utah Legislatures have appropriated a total of $167,000 to promote uniform accounting among local units. Foundation analysts report that "the appropriation made to the State Auditor for this activity apparently was used mainly to supplement the regular appropriation to thai office." The Foundation study takes note of the fact that during recent months the State Auditor has issued a series of basic regulations relating to uniform accounting and has begun compiling financial information re- manuals, composite reports, and supervision." Another problem discussed in the latest Utah Foundation report is that relating to dual taxation of city residents. The study observes that while this problem exists to some extent throughout the state it is greatest in Salt Lake County and ome of the other large metropolitan counties. The problem .exists because city taxpayers must pay for all of the sen ices provided by their city plus a county tax, part of which is serused to furnish urban-typvices to residents living out e Munns.
