Slay, Deputy Chief of Staff for Research and Development, told the General Procurement Subcommittee of the Armed Services Committee of the proposal to upgrade the Minuteman II missile. Garn said the plan centers on stopping production of the Minuteman III but using two critical parts of the missile to upgrade the Minuteman II. "This was one of the original proposals I made to the Air Force during the last Congress," said the Utahn. "The first, and by far the most preferable option, was to continue to manufacture and deploy the Minuteman III. However, the missile is in trouble; it has more opponents than proponents. The second option was to take parts from the Minuteman III and use them to update and upgrade the older missiles. It is this proposal which the Air Force is carrying to the Defense Department." Garn said the plan calls for the immediate cessation of Minuteman III production, which would result in a savings of approximately $100 million. "The fiscal 1977 budget for Minuteman III is $317 million," Garn explained. "If production were stopped by May 1, about $100 million would be saved. That money could then be used to purchase 175 NS-2- 0 guidance systems and third stage boosters to put on the Minuteman II's, which are in the silos. Again, it would be better if we could have continued production of the Minuteman III. But, since that is in serious jeopardy and we would likely lose it anyway, upgrading y (J'fVT VJ V) at all. Thiokol is currently producing five first stages and five third stage boosters per month. Under this alternate propos- is the best way to go." Garn said there would be some adverse effect on employment in Utah but that it will not be nearly as serious as it might be if production were stopped altogether.
