Anybody who gets the sniffles this winter is going to wonder if he has "swine flu. " Big Government has assumed so much responsibility for "the public welfare" that the bureaucrats feel obligated to give us the benefit of any doubt. In that sense, President Ford was intimidated. I sincerely doubt that a mass inoculation program would have been ordered except in an election year. Any other year I expect there might have been some covering warning from the Department of Health, Edubut no cation and Welfare nationwide alert. In an election year the President dared not accept the risk, however minimal, of a devastating epidemic. In fairness to the fearful it must be 'remembered that this strain of flu, in 1918 and Amer1919, sent icans to bed and killed half a one-in-fo- million. .
