James R. Wilson 419th FW Public Affairs Office Approximately 25 members from Air Force Reserve Command will arrive Hill Air Force Base Monday to administer a Unit Compliance Inspection on the 41 9th Fighter Wing. The inspection w ill ensure key programs within the 419th are being managed in accordance with Air Force and Congressional directives. "A lot of people have worked very hard polishing existing programs in anticipation of the team's arrival." said Col. F. C. Williams. 419th Fighter Wing commander. 'The additional time spent refining our processes will he apparent to the team. But it's important that all of our members understand their efforts will continue to benefit the 4 9th long after the Inspector General is gone." The commander offered a few tips on how 4 9th members can ensure the inspection is a successful one. '"Remember that first impressions are extremely important." said Colonel Williams. "Be mindful of things like military bearing and customs and courtesies. This is our chance to highlight the way we do business. I expect everyone to be forthright w ith our guests so that they get a true picture of the challenges as well as the success stories we have within the 419th." 1 1 Core inspection items include safety, environmental management, training oversight, contracting, and command, control, communication and computers. In addition, inspectors will reiew practices in the areas of financial responsibility and resource management. "The inspection will be conducted on a passfail grading system." said Lt. Col. George Muller. 419th Performance Planning Officer. "Many of our critical areas that are deemed in compliance with regulations will simply receive a satisfactory rating. The team chief will provide a formal report to Col. Williams on their findings the morning of April 7. The results will be shared internally a few days later." To assist unit members in preparing for the UCI. officials have published a 419th FW Quick Reference Guide. The guide, which was distributed to all squadron commanders, highlights areas such as financial management, security, chemical warfare, family care, equal opportunity and other critical information. The last time the 4 9th was inspected by higher headquarters was April 1997 under the Quality Air Force Assessment program. At that time, units were assessed on a five-tie- r grading system" with the 419th earn inn an "excellent" overall raliim. 1 'By law' not the best way to name SGLI beneficiaries ROBINS AIR FORCE BASK, Ga. When it comes to Sen iccinembers' Group Life Insurance, completing the election form correctly is as important as the sie of the benefit. With the maximum SGLI coverage set to jump to $250,000 Sunday. Headquarters Air Force Reserve Command Judge Advocate law yers here are concerned about people who cither indicate no SGLI beneficiary or select the "by law" option. "The best way to ensure that the proceeds are paid to intended beneficiaries is to specifically name them on the SGLI form," said Col. Rebecca Weeks, AFRC Staff judge advocate. "Otherwise, strict interpretation of beneficiary definitions in the SGLI statue may result in payment inconsistent with the servicemember's intent." According to the statue, the proceeds will first go to the spouse. If there is no spouse, sur iving children share the proceeds equally. Next in line are surviving parents. If there are no parents, the proceeds will go to the executor of the deceased's estate. In the absence of an executor, the proceeds go to the next of kin according to state law. The SGLI statute specifically defines who qualifies, for example, as a parent. If a person has a stepparent who has not legally adopted him or her. that stepparent would not qualify as a "parent" under the definition in the statute. If serv iccinembers want a stepparent to receive their SGLI proceeds, they should specifically name the stepparent as a beneficiary and not use the "by law" designation. There are other situations where failing to fill in a beneficiary or using the "by law" designation may not work for a person. Weeks Everyone's situation is different. recommends that people discuss w hcthcr the "by law "designation is right for them w ith their legal assistance officer. "Some people think having a w ill ensures" all their property will go to the beneficiaries named in the will." Colonel Weeks said. "They forget to keep their insurance contracts up to date and correct. They incorrectly believe that the will directs where the insurance proceeds go. Insurance contracts are normally separate and apart from a will." Weeks suggests reviewing wills and insurance documents, including SGL1.: every couple of years or whenever family circumstances change, such as after a divorce or when a child is born. Making sure these important legal documents arc up to date and correct is something servicemembcrs can do for their families. Colonel Weeks said. "It is an important element of military readiness."
