Thomas is a Pioneer Adult Rehabilitation Center (PARC) Janitorial Services contract employee. Parker presented the award on behalf of LA's former director, Col. Kris Cook. The award is a award, meaning that any Ogden Air Logistics Center employee or contracted service provider employee can be nominated by anyone in the directorate. Lt. Col. peer-to-pe- Julie Taylor was named Air Force Operational Contracting Civilian of the Year for 1996. A former Hill AFB employee, Taylor now works for the 469th Air Base Group, Rhein-MaiAB, Germany. To win the award, Taylor excelled as Assurance Quality Evaluator Program coordinator, contracting officer for a major operations and maintenance communication contract and contracting officer for the busiest, most dynamic base maintenance contract in the U.S. Air Forces Europe, her nomination package said.
