He began his career at Hill AFB in 1951 as an aircraft mechanic. His other jobs included eight years as a parts expediter and seven years-a- s , an industrial hygienist. After earning a master's degree in public health from the University of Michigan, he became deputy chief of Bioenviromental Engineering Services. He still holds that position today. Through his leadership the Engineering Services area has risen from obscurity to the dynamic force it is today in promoting a healthful work environment at Hill. Vigil has been recognized for many accomplishments throughout his Bioen-'vironment- al career. In the '60s he found many Hill employees were acquiring hearing losses, which accounted for disabilities and loss of work productivity. There were also increased claims of compensation against the federal government. Vigil surveyed all the Hill industrial sites, identifying and posting hazardous noise areas, and then designed a program to eliminate, isolate and control hazardous noise through engineering controls and protective equipment. He developed an educational program for management and employees emphasizing personal responsibility, smj ire which included audiometric testing. He then helped place hearing-impaire- d employees in new work assignments. When a cadmium plating operation was installed at Hill a number of workers became ill. He conducted extensive samplings that revealed that the process resulted in overexposure to toxic fumes. With Vigil's assistance a mechanical exhaust control system was designed and installed to control the fumes. He then streamlined the system for gathering information for worker's compensation claims. This system provided verifiable information to refute or support workers' claims. This saved the U.S. Air Force and taxpayers millions of dollars in ineligible claims while ensuring that legitimate claims were awarded. Vigil's other contributions include management of asbestos on base, implementation of the respirator program, reviewing engineering plans, and management of environmental health issues. His thoroughness, knowledge, efficiency and organizational skills are outstanding. His concern for others is exceeded only by his loyalty to Hill and its people. A reception honoring Sam Vigil and his wife, Frances, will be held Monday from 2 to 4 p.m., at the Officers Club. All those who would like to say goodbye are invited to attend.
