Show 16 Hilltop Times Nov. 24, 1993 progress in doing so. But Penny-Kasicassumes that other counwill tries readily increase their payments as soon as we decrease ours, and in a like amount. This is a naive and dangerous assumption. This direct cut on our budget will fall squarely on the shoulders of our forward deployed troops: The Penny-Kasicamendment also threatens our civilian work force. DOD is already taking a cut of 115,000 civilian jobs as a result of the "bottom-ureview." This plan would further cut the jobs of those civilians who maintain and supply our divisions, ships and air wings. This would instantly create the "hollow force" we have tried so hard to amendment Penny-Kasic- h h threatens readiness, Aspin says civilians. Secretary of Defense r II r both in uniform and as nation by Les Aspin First, it would defer future adjustments for military retirees. Over their life, retirees could lose 20 percent of their retirement. Even if this blow is grandfathered, this measure makes a military career dramatically less attractive for cost-of-livin- as Secretary of y Defense is to ensure U yyil J U that our country's armed forces are capable of performing their missions in this newly emerging world order. While I am also committed to take every measure possible to eliminate waste and save tax dollars, my primary focus is readiness and fostering an environment in the military services that pro- motes readiness. r I am convinced that the budget cuts sought under the Penny-Kasic- h amendment would seriousour readiness capabilithreaten ly ties. The proposal by Reps. and Timothy Penny atis an Kasich John tempt to reduce the national deficit by placing an unrealistic and unfair burden on the Department of Defense and, specifically on the men, women and family members of those who serve this (D-Min- (R-Ohi- o) g V" J i h p serv-icemembe- This discourages from good people staying in the new and people making a military career decision for a military life. This proposal will undermine our people's confidence in the promises of their leaders and shatter the progress we have made over the past few years in recruit- ing and retention. Second, the amendment, at least in its original r unform, would institute accompanied tours in Europe. The military is unique in that our members know they will serve r numerous separation tours from their families during the course of their careers. This Penny-Kasic- h two-yea- one-yea- Les Aspin amendment would now force families to be separated for two-yeperiods. Our country already asks great sacrifices of our fighting forces. We should not ask for unnecessary burdens such as this. The amendment also calls for increased allied burden-sharin- g payments and institutes commensurate cuts in our own defense budget, before the payments are in hand. I agree that our allies should pay their fair share of the cost of maintaining peace in the world, and we are making great avoid. For these reasons, I am strongly opposed to the amendment. I believe that we must base our budget on national security needs. I believe that we must never compromise the ability of our armed forces to protect our country. And, I believe that our nation's leaders must stick by the promises we make to the men ar Penny-Kasic- h and women who devote themselves to that mission. To do less is to put our nation at risk.
