Yates encouraged Air Force Materiel WRIGHT-PATTERSO- N Ohio (AFMCNS) Command's senior leaders to continue empowering the five mission element boards that are revolutionizing the way AFMC does business. Yates also highlighted recent accomplishments that support command goals, while speaking to AFMC's senior leaders gathered in late September at Robins AFB, Ga., for Base Operating Support HORIZONS '93. Mission element boards are composed of people from across the command, reaching farther down into AFMC to get ideas and opinions for policies and initiatives. Each board focuses on one of five mission elements: Product Management, Support and Industrial Operations, Science and Technology, Test and Evaluation, and Base Operating Support. Boards establish plans and constantly review progress to make sure their elements are supporting the command's mission, goals and objectives. Corporate review is done by the command board at the quarterly HORIZONS meetings. Rather than the "do unto others" management philosophy, the mission element boards give AFMC a multilateral perspective and an integrated point of view. "Now we make decisions from a corporate perspective," Yates said. "We are working the right problems." Since the command was formed in July 1992, mission element boards have been empowered to provide the corporate focus on infrastructure, work force and resource allocation issues. Boards are changing and pioneering the way AFMC does business. For example, the Support and Industrial Operations board, that makes depot maintenance workload assignments, includes representatives from all functions, expanding its corporate perspective beyond maintenance and item management. In AFMC's depot competition program, air logistics centers submit workload candidates to a steering group, and the S&IO mission element board approves the final list. The Test and Evaluation board reviews and approves the final list of test investment planning and programming based on needs provided by customers.
