Ogden Air Logistics Center and San N Ohio (AFLCNS) Antonio ALC, Kelly AFB, Texas, were the latest ALCs to start using the program, doing so Nov. 1. Warner Robins ALC, Robins AFB, Ga., and Oklahoma City ALC, Tinker AFB, Okla., have been using the program since July 1987. PCAP is a test program designed to lessen the amount of restrictive rules governing contracting processes and is similar to the Model Installation Program and Command Model Installation Program. The program was initiated by Dr. Richard Goodwin in March 1987. The then secretary of defense for acquisition was concerned that the contracting process was too restrictive and controlled by too many detailed, complex laws and regulations. AFLC is one of six Air Force major commands participating in the program. The selection of commands participating in the program was made to provide a broad representation of the Air Force contracting activity, according to Yolanda Earley, procurement analyst at AFLC headquarters. "First, we're going to make the people aware of the program and how it can help them. Then we'll work on getting inputs and suggestions," she said.
