Wouldn't it be better to have the statements delivered a couple of days late than to take a chance on the submission of inaccurate time cards? The early submission of Time and Atten-danc- e cards is authorized when necessary to assure employees are paid on Friday follow- ing the end of a pay period. The Civilian Payroll Office needs two days to accurately process T&As for payment of civilian employees. On a normal week, T&As are prepared for input to the computer on Monday, audited and corrected as required on Tuesday, with paycheck and supporting documentation generated for balancing and vouchering on Wednesday. A magnetic tape containing all Sure-Pa- y deposits is hand carried Federal the Reserve to Bank in Salt Lake City by 1 p.m. each Wednesday to meet their processing schedule. In turn, they update their files and distribute deposits to financial organizations on Thursday, to assure employees' pay is available on Friday morning. The Federal Reserve Bank does not process on weekends or. holidays, so we are forced into early submission of T&A cards to meet their processing schedule and assure timely payment of our civilian work force. The statements are routinely mailed on the same day they are printed and should arrive at the employee's residence on or before Friday. We appreciate your concern regarding early submission of T&A cards. However, there is a v procedure for the correction of T&As the first work day of the following week. We believe this procedure is essential if employees are to be paid on a timely basis. Timely processing of pay is very essential in maintaining employee morale. You may contact Civilian Pay, ACFTC, Ext. 77775, if you have further questions or if we can assist you in any way. . Reflecting the general decline in market in-.terest rates during the past six months, the market based interest rate in effect for U.S. Savings Bonds from Nov. 1, 1986, through April 30, 1987, has been set at 6.06 percent, replacing the 7.5 percent minimum rate in effect Nov. 1, 1982, through Oct. 31, 1986. This will affect all EE Bonds purchased on and after Nov. 1, 1986, until such time as market conditions again may require a change in the current minimum rate. Older bonds will retain their previously guaranteed rates until the. end of their original or current extended maturity period. Since savings bonds have been a way; to manage a portion of the public debt, periodic changes in the current minimum rate to reflect changes in the cost of market borrowing will provide the treasury with a continued source of borrowing, while assura rate of return for the small competitive ing saver and investor. In other words, the minimum guaranteed rate of 7.5 percent was competing unfairly with other investments and also was driving up government borrowing costs. Investment advisors say that even at the lower guaranteed rate of 6 percent, savings bonds are still a good investment, given the added tax advantages offered by the bonds. Savings bonds remain competitive with several other choices for small investors. I was told at the commissary it is not effective yet. When will it be effective? Congress has passed a new bill Reservists' shopping privileges in commissaries, no guidelines for implementation of the new program have as yet been established. The new provision cannot be implemented until guidelines are sent to the commissaries. Upon receipt of the new guidelines, the commissary will publish an article in the Hill Top Times explaining the provisions and the effective date.
