Increased implementation time and effort was a direct result from this lack of "corporate planning." However, that all changed in early 1986, when the Directorate of Communications-Compute- r Systems SC organized the Ogden Aif Logistics Center Site Activation Team. e The team goes with the $851 million Air Force Logistics Command modernization program. The modernization program is essentially an effort by headquarters AFLC to modernize all of their information processing systems with state of the art technology. "In addition to the LMS modernization program we work any major computer installation on the base," said Dick Price, site activation team manager hand-in-glov- iiilllyf: each one relates to the overall project. Three people and the other team representatives work with Mr. Price to identify and document the hundreds and sometimes thousands of activities that are necessary to accomplish a successful installation. The primary tool of the team and "one we could not function without," according to Mr. Price, is an automated project management system known locally as "arterms." The artemis system gives the team the capability to identify and resolve conflicts in scheduling center resources and recognize redundancies and duplications. For instance, according to Mr. Price, one problem identified by installation planners in the west area of the base is a limited supply of power.
