Sometime ago there was talk of the Air four-da- y Force going to a workweek and our office volunteered to be a pilot organization for this new program. Since that time we have heard no more about it. Are there plans to implement such a program? In Sept. 1980, regulations were issued allowing use of the compressed workweek and other flexitime schedules on a permanent basis. Prior to this issuance, the only "pilot organizations" given approval to test the effectiveness of the compressed work schedules within Air Force Logistics Command headquarters were Hill's remote worksites which included Tooele Army Depot and Dugway Proving Grounds. However, to date, these are still the only areas given authorization to use the schedule because of the substantial savings in remote worksite allowances and overtime pay. While the feasibility and impact of basewide use of compressed work schedules have been reviewed numerous times at Hill, as well as other air logistics centers, the consensus is that these schedules would not be workable at the larger installations. Also, AFLC's stated policy is that approval should not be granted unless tangible savings can be shown which would offset increased costs of additional holiday hours paid to each employee. Lacking evidence of any significant benefit or savings, Hill does not anticipate authorization of compressed work schedules. Q 10-hou- r, A . This makes it very difficult for the handicapped individual to find a place to park. A request has been made to have a "Handicapped Parking Only" sign placed in each of the designated parking stalls. In addition, each stall will be painted with the international handicap symbol. Our parking lot monitor will keep a closer eye on illegal use of these spaces as well. The commissary has six parking spaces for the handicapped identified both by signs and paintings on the individual parking spaces. The commissary parking lot monitor always gives tickets to violators; however, the monitor can only perform periodic checks and some violators will not be caught. In order to assist management and handicapped patrons, we ask that patrons noticing automobiles illegally parked in those spaces report the violation to the commissary ID checker. The ID checker will notify management and the violator will be ticketed. Pay adjustments result from annual surveys conducted in each area. Wage areas are on different survey cycles. For example, the Sacramento area is surveyed in February, while Utah is in July. The effective date for A Sacramento would normally be April, withJtah being in September. However, Congress has delayed all wage change effective dates by 90 days, resulting in July 1987 for Sacramento and December 1987 for Utah. The amount of the increase varies by wage area, with 3 percent being the maximum allowed by Congress this year. Several grades at Hill will increase by 3 percent, even though the average is 2.88 percent. Detachment 35 is a Hill detachment, but the pay and effective dates are based on schedules used for overseas areas.
