"That's why I intend to drive new technology into this organization. We're going to hammer technology into our weapon systems. " Covering a range of subjects, but classifying them into three principal goals, the colonel said technology, his first objective, is the key to keeping the Air Force prepared to carry out its mission. "The Soviets are flying some very sophisticated aircraft," he said. "The day is past when our advanced aircraft were meeting outdated MiG-21If we ever confront them, we'll have our hands full. And the Soviets are building lots of those sophisticated aircraft. "Obviously, the need for technically advanced planes is a necessity for us," he said. d with the technology, in the Texas native's opinion, is the streamlining of the logistics process. "The only way to deal with manpower cuts,", the colonel said, "is to improve the way we acquire material." He said the processes are often long and laborious. The cost grows the longer it s. And while we can't change that, we can change the number of times we undergo the process," he said. Specifically, the directorate chief said multi-yea- r contracts and other measures can save money. "In the past, we haven't had to make these kind of changes. Now we do, and we must be sure these are smart changes." The third area in which the colonel wants to see changes is the method by which his organization deals with people. "I feel we as a command fall short to some extent in the way we recognize our civilian employees," the colonel said. "In the military, when a promotion is given or a transfer is made, a big deal is made of it. Parties are given, awards presented, but I don't see an equal consideration given to our civilian workforce' Colonel Miller sees many Hill civilians as among the most talented in the command. However, recognition is only half the effort. Proper preparation of the directorate workforce for the computerization of the logistics mission is no small challenge. More and more directorate divisions chiefs are emphasizing the essentiality of understanding data systems. Accompanying the colonel were Mai. Gen. Robert P. McCoy, commander, Ogden Air Logistics Center; Col. Richard Browning, chief, maintenance; and Col. Claude Messamore, Jr., chief, Directorate of Contracting and Manufacturing. Above all, the officials discovered the dependency on quality logsitics support. "We have, in my experience, the best people, equipment and weapons ever. Our Air Force is ready to fight and win." But as the colonel said, that status must be maintained despite an atmosphere of reduction. Colonel Miller doesn't feel, and this is echoed by many officials at Hill, that the Air Force budget cuts on Logistics Command-mandatee the horizon are a thing. It is felt, the colonel said, that an even tighter belt is imminent in the years ahead. "But that doesn't mean we can't be more effective than ever before," Colonel Miller.
