Jackson Security Police Squadron In recent weeks, stray dogs in the base bousing area have increased and have caused police to be very busy. Also, these strays have on occasion bitten residents around the base. All pet owners are reminded that they are required to comply with Ogden Air Logistics Center Regulation 163-Prevention and Control of Communicable Diseases of Animals. This regulation requires residents of base housing to control and supervise their pets at all times. Such control must be exercised both at the owner's quarters and away from the quarters. Far too often we read about the child and adult who has a collision with a vehicle and is the loser. Today's energy problems and increased emphasis on improved health has increased by leaps and bounds the number of bicycles on the streets competing with vehicles for their "space." The bicycle rider is operating a vehicle in traffic and must drive accordingly. His vehicle is vulnerable in a world of whizzing automobiles, potholed streets, soft shoulders and angry dogs. Experts predict that one in ten cyclists can expect to be hurt, maimed or killed this year. Statistically, 39,000 bicyclists will be killed this year. An investigation by the U.S. Consumer Product Safety Commission revealed that of 600 bicycle injuries nearly two thirds of them resulted from loss of in-dep- th W1X departments bicycles , fro will be has stated: "Equipment failure does not seem to account for very much in the way of accidents. The real hazard is the cyclist who does not know how to handle his machine." What we now have is a whole new army of adult riders operating more sophisticated bicycles than they originally learned to ride on. The sophisticated multi-spee- d bicycle with pencil-thi- n tires and hand operated brakes calls for a different order of skills. One of the most important skills for bicyclists to master is the method of crossing railroad tracks. Railroad tracks by their very nature must be designed with an opening between the rail and roadbed. Recognizing the necessity for tracks and the opening, the skill needed to ride across the tracks must be developed. As recommended in most publications and highly recommended in the AFR 4 Course VII "Motorcycle Challenges," the only safe way to ride across railroad tracks is perpendicular to the rails, or another way of saying it is "cross at 90 degrees." For those riders of. both bicycles and motorcycles who fail to heed this advice run the almost certain risk of the front wheel becoming wedged between rail and roadbed with an effect of the rider being unceremoniously dumped on the ground. Located on base are a number of railroad crossings that do not allow a rider to cross at 90 degrees. Numerous attempts to eliminate this hazard have been researched with some but all have implemented, proved inadequate. One solution resulted in expenditure of more than $20,000. This fix involved the 50-2- installation of a rubber spacer; however, this was not the answer. As a result of snow plows and vehicle traffic, the spacer gradually worked out of the gap. Similar rubber filler was tested but was not practical as winter freezing and thawing action caused the filler to become brittle and deteriorate. Another idea was introduction of asphalt filler again no solution because during initial test a railcar derailed. The recommendation of installing a removable steel or aluminum plate was abandoned as impractical Since derail possibilities are very high if the plate isn't removed prior to approach of a railcar. As a child who first mastered riding a bike, next learned to ride without holding the handlebars, passed the house and cried out, ,rLook, mom, no hands!" and the next time around the block cried out, "Look, mom, no teeth! ", the same can be applied to railroad crossings. If not accomplished "according to the book," a rider is likely to end up with no teeth, or at least a number of contusions and abrasions not to mention bruised pride. ' Members of the 64th and 65th Fighter Weapons Squadrons have been coming over once a quarter to support the Readiness Training Units. However, now that the 388th has an operational commitment, it is F-1- anticipated that the "aggressors" will support this additional tasking. Colonel Michels, commander, 4th Tactical Fighter Squadron, lauded the quality of the training provided by the 65th FWS.
