Upon graduation and admission to the bar, they become members of the Judge Advocate General's department. Of the two programs, FLEP is the most attractive since it allows officers to attend law school at government expense while continuing to receive full pay and allowances. Excess leave Participants in the Excess Leave Program must pay their own law school expenses and and allowances while attending law school. They do, however, return to pay status while performing internships during extended school breaks. Excess Leave students also continue to accrue time for promotion, retirement and longevity for pay purposes and remain eligible for other active duty benefits such as BX and medical treatment. Ordinary leave is not accumulated, but excess leave is not charged againstt an officer's leave account. gets new emergency foundation has been established to memorialize an Air Force general once described as ". . . fighter pilot with a magnificent record, public speaker and eloquent spokesman for the American Dream we so rarely achieve." of the late Gen.
